Emission trading has become recently more and more import in environmental regulation. In the context of controlling greenhouse gas emissions, the directive on a Europewide trading scheme for large immobile sources may be perceived as one of the most important milestones in recent years. On Regulation and Competition: Pros and Cons of a Diversified Monopolist AgEcon

We study the regulation of a firm which supplies a regulated service while also operating in a competitive, unregulated sector. If the firm conducts its activities in the two markets jointly, it enjoys economies of scope whose size is the firm’s private information, unknown either to the regulator or to the rival firms. We characterize the unregulated market outcome (with price and quantity competition) and optimal regulation that involves an informational externality to the competitors. Although joint conduct of the activities generates scope economies, it also entails private information, so that regulation is less efficient and the unregulated market too may be adversely affected. Can a Warmer Climate Save Northern Agriculture? AgEcon

Agriculture at high latitudes is expected to be a main beneficiary of a man-made climate change. A numerical model, using Norway as a case, is employed to analyze the impacts of a warmer climate on northern agriculture. The computations indicate that the current degree of self-sufficiency can be achieved with less budget support and higher economic welfare. However, it may be argued that environmental goods, such as landscape and biodiversity preservation, and rural settlement, are more important than self-sufficiency for northern agriculture. It is demonstrated that, in that case, welfare gains are substantially lower, and can even be negative.

This article discusses the deliberations of the Sectional Council of Productive Chain of Sugar and Alcohol of Agricultural, Live-stocking farming and Supply Department. The main actions of the Council is study occurred in the sense of requesting alters in the technologic, institutional and organizational environment aiming a fall of dealing costs, mainly in relation to the informational level of the members. Through the multivariate analysis, it is noticed that most of the meetings of the Council deals with the requests in relation to the alterations in the institutional environment, mainly to what relates to the taxes aspects.

Civil Liability, Safety and Nuclear Parks: Is Concentrated Management Better? AgEcon

Ultra-hazardous risky activities as nuclear industry cannot be considered as “normal industries” i.e. industries without abnormal environmental and health risks. Consequently, the industrial organization of these specific sectors is of the utmost importance. This paper aims at studying this question. We focus on the associated costs of prevention and civil liability. We analyze how civil liability rules may contribute to extend or to discourage the expansion of nuclear parks to new operators.
