This study examines the interaction between Food Stamp Program (FSP) and Temporary Assistance for Needy Families (TANF) program participation, provides a model of joint decisions made by households on FSP, TANF, and labor force participation, and explains why households choose different alternatives. We use the first Survey of Program Dynamics (SPD) longitudinal data and the 1998 SPD experimental data files. The modeling component consists of estimating equations to predict the probability of particular choices made by households. The households choose the alternative that gives the highest utility. Estimates are reported of the consequences of health on participation in the labor force of elderly men and women in Taiwan from 1989 to 1996. Three survey indicators of individual health are examined, and two are estimated by instrumental variables (IV), using as instruments parent longevity, birthplace, and childhood conditions. IV estimates of health’s effect on participation are in most cases significant and always positive, and about twice the magnitude of the ordinary least squares estimates, and the hypothesis that health is exogenous and measured without error is rejected. Do non-wage fringe benefits affect women’s off-farm work decisions? We test the impact of the 1995 introduction of universal National Health Insurance (NHI) in Taiwan on off-farm labor force participation (LFP) among farm wives. Our results, based on a difference-in- differences approach, indicate that employment-delinked NHI reduced farm wives’ off-farm LFP by 9.6 to 13.6 percentage points. The larger impact was for wives from small farm households. The health insurance reform had a larger negative impact on overall LFP among married women in agricultural households than in nonagricultural households. Welfare program dependency and expenditures rise during recessions, while income tax revenues from working people fall. Thus, now that states are responsible for their own welfare programs, they need to know how responsive their citizens are to workplace and safety net opportunities. This paper investigates household welfare program and labor force participation behavior. A choice-theoretic model is developed and estimated for each of the four census regions (Northeast, Midwest, South, and West) using cross-sectional data on households, labor markets, and policies. We show that household responses to welfare program parameters do differ regionally. But we find that labor supply does not depend on welfare program participation or program payoffs....
