Relato das experiências de instalação e monitoramento do assentamento Sepé Tiaraju, primeira iniciativa no estado de São Paulo na modalidade projeto de desenvolvimento sustentável preconizada pela portaria nº 477/99 do INCRA. Trata-se de uma experiência inovadora na construção de um modelo alternativo de assentamento, tendo a Agroecologia como centro da matriz tecnológica e a cooperação como eixo da organização produtiva. Nesse sentido, um grupo de famílias assentadas, em conjunto com uma equipe da Embrapa Meio Ambiente e outras instituições parceiras, deu início em 2005, ao processo de construção coletiva do conhecimento agroecológico no assentamento. The land reform programme has three divisions, namely redistribution, restitution and land tenure. The objective of the paper is to survey the state of knowledge of economists and agricultural economists at the onset of transition and seventeen years later. The "standard" economic reasoning in the early nineties were based on neoclassical economics and documented was has been termed the Washington Consensus. Farm Size and Land Use Changes in Vietnam Following Land Reforms AgEcon

Over the last decade the Vietnamese government has instigated land reforms that recognise the household as the basic unit of production and allocate land use rights to households. Under the 1993 Land Law these rights can be transferred, exchanged, leased, inherited, and mortgaged. This Land Law provided the foundation for the development of a market for land use rights. During 2001, 400 farm households were surveyed in four provinces in Vietnam. Along with production and consumption data, evidence was sought of land accumulation and consolidation, land use changes, and attitudes to land reform issues. Russia has experienced dramatic changes in land ownership and tenure since 1991: agricultural land has been largely privatized, individual landowners now have legal rights to most agricultural land in the country, and prohibitions on buying and selling of land have been recently removed. Land Reform and Farm-Household Income Inequality: The Case of Georgia AgEcon

The income inequality implications of land reform are examined for the case of Georgia using regression-based inequality decomposition techniques. An egalitarian land redistribution is likely to equalize per-capita income among farm households, implying that continuing the land reform process in Georgia is likely to benefit poorer households, relatively speaking. However, land fragmentation was found to be disequalizing, and therefore land market developments that enable plot consolidation are not less important for inequality than the land redistribution itself. Based on a case study of two Moldovan regions, the paper challenges the favourable assessment of recently established peasant farms in a World Bank study by LERMAN et al. (1998). The main arguments in favour of a more critical view of the results of land privatisation and farm restructuring are that a) private farmers produce only on a minimal fraction of land with almost no machinery or purchased inputs at all, b) the income of a typical farm household is below a poverty line based on national standards, c) private farmers face substantial production and marketing risks, d) at present, it is unlikely that short- or long-term investment projects in agriculture can be credit funded. Agricultural land tax and farm-level resource use and output supply response AgEcon

This study develops and uses a programming model for farm-level resource use and output supply response to estimate the effects of agricultural land tax in South Africa: A case study of Free State, a region of extremely large commercial farms that gained their size and economic heft during the apartheid years of aggressive subsidies, favorable tax treatment, lucrative state grants and gifts, and all manner of financial assistance. The results indicate that changes in land use and output supply are marginal. The highest effects are observed on irrigated farming. Relevant policy responses raised by the findings are discussed.

Land reform and farm performance in Europe and Central Asia: a 20 year perspective AgEcon

The rural sector in nearly all the countries of Central and Eastern Europe (CEE) and the Commonwealth of Independent States (CIS) has undergone a shift from predominantly collective to more individualized agriculture. At the same time, most of the land in the region has shifted from state to private ownership. These two shifts – a shift in tenure and a shift in ownership – were part of the transition from a centrally planned economy to a more marketoriented economy that began around 1990 in the huge post-Soviet space stretching from Prague to Vladivostok.
