Participatory approach to identify governance indicators for integrated coastal zone management, the case of marine protected areas ArchiMer
David, G; Cazalet, B; Barnay, As; Charbonnel, E; Couture, E; Ferraris, J; Fleury, Pierre-gildas; Malterre, P; Pascal, N; Pelletier, Dominique; Salaun, P; Tessier, Emmanuel; Thomassin, A.
Marine protected areas are a laboratory of integrated coastal management. Driving the MPA system requires the implementation of a battery of indicators of governance. This governance must take into account both the internal dynamics of the system and the threats coming from the system environment. As part of a research project funded by the French Ministry of Ecology, (Liteau program), 4 coral reef MPAs were selected as pilote studies (St Martin in the Caribbean, Reunion and Mayotte in the Indian Ocean, the South Lagoon of New Caledonia in Oceania) to develop jointly between scientists and managers of MPAs governance indicators. The approach is definitely bottom up. It is based on the co-construction of indicators. In that way, the views of the scientists...

Pelagic habitat: exploring the concept of good environmental status ArchiMer
Dickey-collas, Mark; Mcquatters-gollop, Abigail; Bresnan, Eileen; Kraberg, Alexandra C.; Manderson, John P.; Nash, Richard D. M.; Otto, Saskia A.; Sell, Anne F.; Tweddle, Jacqueline F.; Trenkel, Verena.
Marine environmental legislation is increasingly expressing a need to consider the quality of pelagic habitats. This paper uses the European Union marine strategy framework to explore the concept of good environmental status (GES) of pelagic habitat with the aim to build a wider understanding of the issue. Pelagic ecosystems have static, persistent and ephemeral features, with manageable human activities primarily impacting the persistent features. The paper explores defining the meaning of "good", setting boundaries to assess pelagic habitat and the challenges of considering habitat biodiversity in a moving medium. It concludes that for pelagic habitats to be in GES and able to provide goods and services to humans, three conditions should be met: (i) all...

PECHTRAD 2014 - Description et analyse des données de pêches traditionnelles à pied sur les platiers récifaux de la Réserve Nationale Marine de La Réunion. ArchiMer
Roos, David; Durieux, Mégane; Pothin, Karine.
This study aimed to build two databases, the first on the historic effort and catches of the traditional small-scale fisheries from 1999 till 2014, and the second one on the traditional management of fishing licenses. The first database allows for a synthetic analysis of the results obtained on the fishing activities of beach-seine, fishing rod and on octopuses, in terms of effort and catch per area and year. Technical and scientific supports were supplied implementing survey protocols and supervision of a student, both within the framework of the small-scale traditional fisheries. The study supported traditional fishermen with the mediation process for regulation revisions for the fishing activities in the MPA areas.

Conservation of marine habitats under multiple human uses. Methods, objectives and constraints to optimize a Marine Protected Areas network in the eastern English Channel ArchiMer
Delavenne, Juliette.
The eastern English Channel is a significant economic area that supports a number of human-based activities, such as tourism and recreational activities, international ports and shipping, and the extraction of both living and mineral resources. In addition, the region supports a number of important marine biological features and large habitat diversity. Marine Protected Areas (MPAs) are increasingly used as a management tool to foster a sustainable exploitation of marine resources in an ecosystem based management framework. All European countries have a legal obligation to develop MPA networks in their national waters. However, there has to date been only limited attempts to coordinate the design and positioning of such networks at an international level...

Bilan des suivis annuels des pêcheries dites "traditionnelles" sur le secteur de l'Hermitage-La Saline de 1999 à 2018 ArchiMer
Roos, David; Rungassamy, Tevamie; Huet, Jerome.
A diagnosis of recreational fisheries is carried out each year on the reef flat area of the Hermitage / La Saline managed by the Natural Marine Reserve of Reunion. The evolution of beach seine, fishing-rod and stick fishing activities, in terms of fishing effort and catch was analyzed. The status of exploited stocks differs according to the fishing technique. In 2018, the annual trend of catch per unit of effort indices showed 1°) an increase in the abundances of goatfish fished with beach seine, 2°) a relative stability with the fishing-rod practice and 3°) a constant decrease in octopus yields for stick fishermen. The honeycomb groupers size structure, targeted by fishing-rod fishermen, has improved. Octopus showed a decrease of larger specimens. Thus,...

Age, growth, and mortality of the Atlantic goliath grouper Epinephelus itajara in French Guiana ArchiMer
Artero, C.; Murie, D. J.; Koenig, C. C.; Berzins, R.; Bouchon, C.; Lampert, Luis.
The age and growth of the Critically Endangered Atlantic goliath grouper Epinephelus itajara of equatorial French Guiana was determined by a non-lethal aging method using dorsal fin rays. Goliath grouper deposit 1 complete annulus per year, with the translucent zone of the annulus laid down at the beginning of the dry season (July). Two readers independently applied the method; there was full agreement between the two for 52% of the fish, and agreement of +/- 1 yr for 82%. Comparison of ages derived from paired samples of otoliths and fin rays were identical (n = 6). The mean age of goliath grouper was 4.2 yr (range = 1 to 17 yr; n = 229); 82% of the individuals were under the size/age of sexual maturity. Goliath grouper in French Guiana are larger at a...

Marine reserves can mitigate and promote adaptation to climate change ArchiMer
Roberts, Callum M.; O'Leary, Bethan C.; Mccauley, Douglas J.; Cury, Philippe Maurice; Duarte, Carlos M.; Lubchenco, Jane; Pauly, Daniel; Saenz-arroyo, Andrea; Rashid Sumaila, Ussif; Wilson, Rod W.; Worm, Boris; Carlos Castilla, Juan.
Strong decreases in greenhouse gas emissions are required to meet the reduction trajectory resolved within the 2015 Paris Agreement. However, even these decreases will not avert serious stress and damage to life on Earth, and additional steps are needed to boost the resilience of ecosystems, safeguard their wildlife, and protect their capacity to supply vital goods and services. We discuss how well-managed marine reserves may help marine ecosystems and people adapt to five prominent impacts of climate change: acidification, sea-level rise, intensification of storms, shifts in species distribution, and decreased productivity and oxygen availability, as well as their cumulative effects. We explore the role of managed ecosystems in mitigating climate change...

Gonson, Charles.
Coastal areas are complex socio-ecosystem where ecological, human and decisional compounds show multiple and reciprocal relationships. Because of the growth of population and tourism sector, coastal areas are permanently threatened through increase of recreational uses and diversification of related activities. To better understand coastal areas functioning, it is necessary to take into account uses and their management. Monitoring data over a ten years period revealed that recreational uses greatly increased especially within Marine Protecting Areas (MPA), during week-end days and warm season resulting to higher and more frequent frequentation peaks. While, practices within MPA are managed to decrease impacts, pressures associated with recreational uses...

Simulation of the combined effects of artisanal and recreational fisheries on a Mediterranean MPA ecosystem using a trophic model ArchiMer
Albouy, Camille; Mouillot, David; Rocklin, Delphine; Culioli, Jean M.; Le Loc'H, Francois.
Marine protected areas (MPAs) have the potential to enhance the long-term sustainability of coastal resources, and the artisanal fisheries which depend on them. However, recreational fisheries, which are increasing their impacts on coastal resources worldwide, may reduce the benefits that MPAs provide to declining artisanal fisheries. Here we used the Bonifacio Straits Natural Reserve (BSNR) Corsica as a study case to simulate the combined effects on coastal resources of artisanal and recreational fishing efforts. The BSNR ecosystem was modelled using mass-balance modelling of trophic interactions. This model was compared to another built on a non-protected area from the same region. We aggregated fishing fleets into artisanal and recreational categories,...

The potential impact of marine protected areas on the Senegalese sardinella fishery ArchiMer
Ba, Aliou; Chaboud, Christian; Schmidt, Joern; Diouf, Malick; Fall, Massal; Deme, Moustapha; Brehmer, Patrice.
In the early 2000s, Senegal set up several Marine Protected Areas (MPAs) along its coastal zone with the purpose of biodiversity conservation and to support sustainable management of fisheries. However, the impact of MPAs may vary according to the type of fisheries. In Senegal, the sardinella fishery accounts for 70% of total catches. This fishery is of crucial importance for national food security and employment. Given this importance, it is necessary to evaluate the impact of MPAs, often being considered as a tool for fisheries management. An analytical, dynamic and spatial bio-economic model of sardinella fishery, considering fish and fisher migration, has been developed and scenarios over forty years have been analyzed. The results show that the...

Marine Protected Areas have become a major tool for the conservation of marine biodiversity and resources. Yet our understanding of their efficacy is often limited because it is measured for a few biological components, typically top predators or species of commercial interest. To achieve conservation targets, marine protected areas can benefit from ecosystem-based approaches. Within such an approach, documenting the variation of plankton indicators and their covariation with climate is crucial as plankton represent the base of the food webs. With this perspective, we sought to document the variations in the emerging properties of the plankton to better understand the dynamics of the pelagic fishes, mammals and seabirds that inhabit the region. For the...

This study summarizes the results of the processing and analysis of data from illegal fisheries, apprehended by the eco-guards of the Marine Natural Reserve of Reunion from 2015 to 2017 (including the first dataset from 2018). These information are valued in terms of fisheries and bioecological knowledge for reef fish species. Thus, both diversity and abundance indices, size structures, growth parameters, stock characterization, can be apprehended from the biological parameters collected on all the species caught because they often do not exist : the sizes, weights, sexes, maturities, scales, otoliths, stomach contents as well as genetic and isotopic samples. These indices would contribute to a better diagnosis of the status and the sensitivity of stocks...

Decadal increase in the number of recreational users is concentrated in no-take marine reserves ArchiMer
Gonson, Charles; Pelletier, Dominique; Gamp, Elodie; Preuss, Bastien; Jollit, Isabelle; Ferraris, Jocelyne.
In coastal areas, demographic increase is likely to result in greater numbers of recreational users, with potential consequences on marine biodiversity. These effects may also occur within Marine Protected Areas (MPAs), which are popular with recreational users. Our analysis builds on data collected over a ten-year period during three year-round surveys to appraise changes in recreational boating activities in coral ecosystems. Results show that the number of boaters has greatly increased, particularly so within MPAs during weekends and the warm season, when peaks in boat numbers have become more frequent. We also observed that the number of anchored boats has increased over the period. These changes may be resulting in biophysical impacts that could be...

An analysis of the results on the annual trend of the fishing activities in the beach seine, the fishing pole and the stick techniques, in terms of both fishing efforts and catches on the three reference sectors of the Marine Nature Reserve of Reunion island, was realized according to an indicator trend approach. On the Ermitage/La Saline area, the 2016 results highlight a significant increase of the fishing effort for the three practices. If the indices of catches by effort unit showed increases in 2016 for the beach seine and the fishing pole, a decrease of yields is observed for the stick technic. The analysis of the size structures of macabits species (honeycomb groupers), targeted by the pole fishermen, and in weight of zourites (octopus) by the stick...
