Protected areas are a cornerstone of biodiversity conservation, and increasingly, conservation science is integrating ecological and social considerations in park management. Indeed, both social and ecological factors need to be considered to understand processes that lead to changes in environmental conditions. Here, we use a social-ecological systems lens to examine changes in governance through time in an extensive regional protected area network, the Great Barrier Reef Marine Park. We studied the peer-reviewed and nonpeer-reviewed literature to develop an understanding of governance of the Great Barrier Reef Marine Park and its management changes through time. In particular, we examined how interacting and changing property rights, as designated by the...

Relevance of a Particularly Sensitive Sea Area to the Bering Strait Region: a Policy Analysis Using Resilience-Based Governance Principles Ecology and Society
Hillmer-Pegram, Kevin; Resilience and Adaptation Program and Political Science Department, University of Alaska Fairbanks; khillmerpegram@alaska.edu; Robards, Martin D.; Wildlife Conservation Society; mrobards@wcs.org.
The Bering Strait, separating the North American and Asian continents, is a productive social–ecological marine system that is vulnerable to increasing maritime traffic. In other parts of the world, the International Maritime Organization (IMO), an agency of the United Nations, has designated similar marine systems as a Particularly Sensitive Sea Area (PSSA) in an effort to protect vulnerable resources from international shipping. We present information about the 14 existing PSSAs around the world and the political process by which designation is achieved. We examine specific characteristics of the Bering Strait system that are relevant to a PSSA application; these include vulnerable resources such as marine mammals and their contribution to the...

Understanding Recreational Fishers’ Compliance with No-take Zones in the Great Barrier Reef Marine Park Ecology and Society
Arias, Adrian; Australian Research Council Centre of Excellence for Coral Reef Studies, James Cook University; School of Earth and Environmental Sciences, James Cook University; adrian.arias@my.jcu.edu.au; Sutton, Stephen G.; School of Earth and Environmental Sciences, James Cook University; Centre for Sustainable Tropical Fisheries and Aquaculture, James Cook University ; stephen.sutton@jcu.edu.au.
Understanding fishers’ compliance is essential for the successful management of marine protected areas. We used the random response technique (RRT) to assess recreational fishers’ compliance with no-take zones in the Great Barrier Reef Marine Park (GBRMP). The RRT allowed the asking of a sensitive question, i.e., “Did you, knowingly, fish within in a Green Zone during the last 12 months?” while protecting respondents’ confidentiality. Application of the RRT through a survey of recreational fishers indicated that the majority of recreational fishers, 90%, comply with no-take zones. Likewise, most fishers, 92%, reported not personally knowing anyone who had intentionally fished in a no-take zone, indicating...

A multidisciplinary approach to the spatial dimension in ecosystem-based fisheries management ArchiMer
Le Floc'H, Pascal; Bertignac, Michel; Curtil, Olivier; Macher, Claire; Mariat-roy, Emilie; Paulet, Yves-marie.
This study considers how to reconcile different spatial scales to find the best common denominator to be used as an ecosystem-based management unit. For this, two fishery production zones differing ecologically, economically, legally and institutionally were investigated. The first case study is located within French territorial waters, in a MPA created in 2007- the Parc Naturel Marin d'Iroise (PNMI). The second case study, the Bay of Biscay, covers both territorial waters and the French exclusive economic zone. The paper adopts a multidisciplinary approach. Relevant questions concern how marine space is shared between exploited species and fishing fleets, especially the spatial mobility strategies they employ. An assessment of the institutional system...

Assessing the Effectiveness of Coastal Marine Protected Area Management: Four Learned Lessons for Science Uptake and Upscaling ArchiMer
Pelletier, Dominique.
For almost two decades, marine protected areas (MPAs) have been a central instrument of coastal conservation and management policies, but concerns about their abilities to meet conservation goals have grown as the number and sizes of MPAs have dramatically increased. This paper describes how a large (15 years) program of transdisciplinary research was used to successfully measure MPA management effectiveness (ME)—how well an MPA is managed, how well it is protecting values, and how well it is achieving the various goals and objectives for which it was created. This paper addresses the co-production and uptake of monitoring-based evidence for assessing ME in coastal MPAs by synthesizing the experiences of this program conducted with MPA managers. I present...

Atténuer l’impact des pratiques de pêche sur les écosystèmes par l’application du gradient de juridicité. Illustration au sein d’une aire marine protégée : le Parc Naturel Marin d’Iroise ArchiMer
Pomade, Adélie.
The increasing impact of fisheries practices on marine ecosystems and ecosystem services requires the mobilization of legal and societal instruments to correct the perverse effects they produce. Can public authority, through the law, freely interfere in the regulation of these practices to enable them to produce a virtuous effect on biodiversity, ecosystems and ecosystem services? Does it exist a threshold beyond which public authority must no longer act? It seems possible to answer these questions by applying the new conceptualized legal analysis tool called legal gradient. The unprecedented application of this tool is studied in a real-life laboratory which has long been used to study professional fishing practices that impacts biodiversity and ecosystem...

Migration, residency, and homing of bluefin tuna in the western Mediterranean Sea ArchiMer
Fromentin, Jean-marc; Lopuszanski, Daniel.
This study presents the results of an electronic tagging programme on mature Atlantic bluefin tuna (ABFT) that has been conducted since 2007 offshore of the French Mediterranean Coast. The spatial distributions of ABFT showed little year-to-year variation and the fish concentrated in a small area of the central northwestern Mediterranean, where they may stay for several months. The individual tracks display sinuous trajectories in this area, indicating the possibility of feeding behaviour. No fish went out to the North Atlantic, but several fish displayed some migration to the southern western Mediterranean Sea during winter and the central Mediterranean during the spawning season. The homing behaviour of one fish after a full year as well as the back and...

The potential of marginal coastal nursery habitats for the conservation of a culturally important Caribbean marine species ArchiMer
Stieglitz, Thomas C.; Dujon, Antoine M.; Peel, Joanne R.; Amice, Erwan.
Aim Identifying the potential of marginal habitats for species conservation is of key importance when their core high-quality habitats are under substantial disturbances and threats. However, there is currently a knowledge gap on how useful marine marginal habitats may be for conserving endangered marine species. Here, we investigate the potential of groundwater-fed coastal areas for the conservation of the queen conch, an economically and culturally important marine gastropod. Location The inlet of Xel-Ha, typical of groundwater-fed coastal areas widely distributed along the Yucatan Peninsula coast in Mexico and partially protected by a network of marine protected areas. Methods We tracked 66 queen conchs (Lobatus gigas) using acoustic telemetry over a...

To meet the Convention on Biological Diversity's Aichi Target 11 on marine biodiversity protection and Aichi Target 6 on sustainable fisheries by 2020, as well as the Sustainable Development Goal (SDG) 2 on food security and SDG 14 on oceans by 2030, there is an urgent need to rethink how best to reconcile nature conservation and sustainable development. This paper argues for effective governance to support processes that apply principles of sustainable development and an ecosystem approach to decide about economic activities at sea such as aquaculture. It describes opportunities, benefits and synergies between aquaculture and MPAs as a basis for wider debate. The scope is not a comprehensive analysis of aquaculture and MPAs, but rather to present examples...

Bilan synthétique des paramètres biologiques et halieutiques collectés sur les espèces récifales pêchées illégalement au sein de la Réserve Naturelle Marine de La Réunion ArchiMer
Roos, David; Rungassamy, Tévamie; Evano, Hugues; Varenne, Fanchon; Fry, Ludivine; Chapat, Melodie; Gallion, Nicolas; Huet, Jerome.
This study summarizes the results of the processing and analysis of data from illegal fisheries, apprehended by the eco-guards of the Marine Natural Reserve of Reunion from 2015 to 2017 (including the first dataset from 2018). These information are valued in terms of fisheries and bioecological knowledge for reef fish species. Thus, both diversity and abundance indices, size structures, growth parameters, stock characterization, can be apprehended from the biological parameters collected on all the species caught because they often do not exist : the sizes, weights, sexes, maturities, scales, otoliths, stomach contents as well as genetic and isotopic samples. These indices would contribute to a better diagnosis of the status and the sensitivity of stocks...

Sustainability of exploited marine ecosystems through protected areas: A viability model and a coral reef case study ArchiMer
Doyen, L; De Lara, M; Ferraris, Jocelyne; Pelletier, Dominique.
Overexploitation of marine resources remains a problem worldwide. Many works advocate for the use of marine reserves as a central element of future stock management in a sustainable perspective. In the present paper, we address the influence of protected areas upon fisheries sustainability within an eco-systemic framework through a dynamic bio-economic model integrating a trophic web, catches and environmental uncertainties. The model is spatially implicit. The evaluation of the ecosystem is designed through the respect along time of constraints of both conservation and guaranteed captures. Using the mathematical concept of invariance kernel in a stochastic context, we define different MPA effects according to biodiversity catches or mixed points of view....

Combining sensitivity and uncertainty analysis to evaluate the impact of management measures with ISIS-Fish: marine protected areas for the Bay of Biscay anchovy (Engraulis encrasicolus) fishery ArchiMer
Lehuta, Sigrid; Mahevas, Stephanie; Petitgas, Pierre; Pelletier, Dominique.
Spatio-seasonal explicit simulation models can predict the impact of spatial management measures on marine fish populations and fishing activities. As fisheries are complex systems, fisheries simulation models are often complex, with many uncertain parameters. Here, the methodology is provided to deliver fishery diagnostics within an uncertainty context using a complex simulation tool. A sensitivity analysis of the model is performed on model outputs using partial least-squares to identify the most sensitive parameters. The impact of several management measures is then simulated using a statistical simulation design taking into account the uncertainty of the selected sensitive parameters. This approach was applied to the Bay of Biscay anchovy stock using...

Functional-biogeography of the reef fishes of the islands of the Gulf of California: Integrating functional divergence into marine conservation ArchiMer
Olivier, Damien; Loiseau, Nicolas; Petatan-ramirez, David; Trujillo Milian, Oscar; Suarez-castillo, Alvin N.; Torre, Jorge; Munguia-vega, Adrian; Reyes-bonilla, Hector.
The Gulf of California (GC) is a semi-closed sea in the Tropical Eastern Pacific and is recognised as a highly diverse marine ecosystem. Despite this status, this region is still poorly studied in comparison to other marine hotspots. To start filling this gap, we attempt to provide a global overview of reef-fish diversity around the numerous islands of the region. We evaluated species richness, the abundance and biomass, and the functional diversity of the fish assemblages for the major islands of the GC. We first highlight that the southwestern part of the central GC is the hotspot of reef-fishes diversity within the GC, in terms of species richness, functional diversity, and fish abundance. We then found out an important functional divergence between...

Assessing the effects of marine protected area (MPA) on a reef fish assemblage in a northwestern Mediterranean marine reserve: Identifying community-based indicators ArchiMer
Claudet, Joachim; Pelletier, Dominique; Jouvenel, J.y; Bachet, F; Galzin, R.
Marine protected areas (MPAs) are increasingly envisaged as a tool to manage coastal ecosystems and fisheries. Assessment of their performance with respect to management objectives is therefore important. A number of WAS provided conservation benefits for fished species. Observed benefits do not apply to all species at all times, and responses to protection are also highly variable among fish taxa. Among the many empirical studies on marine reserves, only a few designs considered 'before and after data' and spatial variation. In this paper, we are interested in assessing the effect of a no-take reserve on the reef fish assemblage in a northwestern Mediterranean example. Data were obtained from a three-year survey using underwater visual censuses (UVC),...

An experimental comparison of three Towed Underwater Video Systems using species metrics, benthic impact and performance ArchiMer
Sheehan, Emma V.; Vaz, Sandrine; Pettifer, Erin; Foster, Nicola L.; Nancollas, Sarah J.; Cousens, Sophie; Holmes, Luke; Facq, Jean-valery; Germain, Gregory; Attrill, Martin J..
Managing ecological systems, which operate over large spatial scales, is inherently difficult and often requires sourcing data from different countries and organizations. The assumption might be made that data collected using similar methodologies are comparable, but this is rarely tested. Here, benthic video data recorded using different towed underwater video systems (TUVSs) were experimentally compared. Three technically different TUVSs were compared on different seabed types (rocky, mixed ground and sandy) in Kingmere Marine Conservation Zone, off the south coast of England. For each TUVS, species metrics (forward facing camera), seabed impact (backward facing camera) and operational performance (strengths and limitations of equipment and video...

Changes in the catch composition of artisanal fisheries attributable to dolphin depredation in a Mediterranean marine reserve ArchiMer
Rocklin, Delphine; Santoni, Marie-catherine; Culioli, Jean-michel; Tomasini, Jean-antoine; Pelletier, Dominique; Mouillot, David.
There is increasing evidence from previous studies, and from fishers' observations, that coastal dolphins use fishing nets as an easily accessible feeding source, damaging or depredating fish caught in the nets. This study investigates the impact of dolphin depredation on artisanal trammelnets by analysing the catch composition of 614 artisanal fishing operations in the Bonifacio Strait Natural Reserve (France). Common bottlenose dolphins (Tursiops truncatus) attacked, on average, 12.4% of the nets and damaged 8.3% of the catch. However, attacked nets were characterized by statistically significantly higher catch per unit effort than unattacked ones. Catch composition also differed significantly after dolphin attacks; bentho-pelagic fish were more...

Coordinated hunting behaviors of mixed-species groups of piscivores and associated species at Isla del Coco National Park (Eastern Tropical Pacific) Neotropical Ichthyology
Auster,Peter J.; Cortés,Jorge; Alvarado,Juan José; Beita-Jiménez,Andrés.
ABSTRACT Studies of mixed-species groups of animals can reveal emergent complexities of collective behaviors. In this study we collected data on mixed-species hunting groups composed primarily of piscivorous fishes (species composition, abundance, behavioral interactions) and used both multivariate and network analyses to quantify pair-wise and guild level behavioral relationships. Our results indicate that such collective behaviors exhibit consistent patterns of associations (33 species with 282 pair-wise links within the observed network) with 10 dominant species accounting for 60% of pair-wise interactions. Species richness within groups varied (mean = 2.4, range 2-6 species) as did group size (mean = 8.1 individuals, range 2-80). Mixed-species groups,...

A bioeconomic model of a marine park AgEcon
Greenville, Jared W.; MacAulay, T. Gordon.
A spatial bioeconomic model of a fishery will be used to investigate the effect of creating a marine park in a heterogeneous environment. Focus will be placed on the relevant biological and economic conditions needed to provide a benefit to both fishers and conservationists alike. The fishing environment will be one of limited entry to better simulate the conditions which exist in many developed nations. Fishers will be assumed to operate across patched in which the fish stocks are linked via either sink-source or density dependant spatial relationships.

Ophiuroidea (Echinodermata) from La Coronilla-Cerro Verde (Uruguay): a new record for the Uruguayan coast Biota Neotropica
Carranza,Alvar; Borges,Michela; Rodríguez,Marcel; Borthagaray,Ana Inés.
La Coronilla-Cerro verde has been proposed as the first marine protected area in Uruguay. As part of a detailed benthic biodiversity assessment at the reserve, we analyzed the ophiuroid fauna collected in the intertidal and shallow subtidal during 2005 and 2006. Three species of ophiuroids were identified: Amphioplus lucyae, Amphipholis squamata and Amphiodia sp. Only two species belonging to the genus Amphiodia (A. pulchella and A. planispina) have been previously mentioned for Uruguayan waters, indicating that the unidentified species found in this study constitutes a previously unreported species.
