Stochastic simulation of daily slaughter level was used in conjunction with an estimated packing plant cost curve to assess potential reductions in processing costs due to improved vertical coordination between feedlots and packing plants. Results indicate that processing cost reductions of $1 to $5 per head may be possible. Savings result from ensuring a more stable processing volume that is near the plant's cost-minimizing level of production. This study examines potential long-term impacts on the U.S. and Mexican beef industries of the reduction in trade barriers under NAFTA and likely associated international technology transfers (of beef cattle, feeding methods, and meat packing) and foreign capital investments. The beef industry is represented as four subsectors: cow-calf production, post-weaning beef production, meat packing, and leather production. The analysis is accomplished through a multi-sector model of the U.S. and Mexican beef industries, estimation of key parameters, and simulation of long-run outcomes under three alternative scenarios. The shift of the U.S. meat packing industry from urban to rural areas has generated controversy regarding potential social and economic costs of meat packing plants on their host communities. This study uses media comments to identify the most prominent controversies regarding meat packing, its largely immigrant workforce, and rural communities. We find that the industry has impacted the demographic composition of rural communities and their schools, but find no evidence that the industry increases per capita government expenditures. Our results suggest rural communities trade off the economic benefits of hosting these large employers against the costs of accommodating needs of new residents.
