This study provides an in-depth model based quantitative analysis of the implications of the dairy policy reform on the milk and dairy market as well as on other agricultural markets in the EU27, EU15, EU12 and the individual MS. The objectives of the study are threefold: 1. to assess the implications of changing policy and market conditions on EU agriculture with special emphasis on milk quota phasing out and export subsidy removal by using a modelling tool; 2. to carry out policy relevant scenarios reflecting deregulation (e.g. quota abolition), changes in quota and price levels, different types and levels of direct payments; and 3. to analyse the implications of policy reform scenarios and to draw appropriate policy recommendations. Although the key concept of a quota is simple to set a limit on production the market and welfare implications of operating a quota system are relatively complex. The purpose of the analysis reported in this paper is to address two aspects relevant to an evaluation of quota systems. First, quota is typically contingent on the existence of another policy, namely market price support, and as such, interacts with other policy tools in pursuing defined policy objectives. The paper examines analytically and empirically the trade-offs that exist among the individual policy tools for a given policy objective. Milk quota trading rules differ across EU member countries. In Denmark a biannual milk quota exchange was set up in 1997 to promote a more efficient reallocation of milk quotas as well as to reduce transaction costs related to the searching and matching of sellers and buyers. Using two comprehensive panel data sets on organic and conventional milk farms this study attempts to disentangle the effects of the introduction of an increased quota transferability on the production structure of those farms as well as the probability of market entry and exit. With the milk quota announced to be abolished in the future, the dairy sector is going to face a significant policy regime shift. This paper sets out to analyze the impact of milk quotas on the dairy farm structure of two important milk producing member states: Germany and the Netherlands. Based on proper behavioral assumptions, non stationary Markov chain models are specified and estimated using a generalized cross entropy procedure, which takes into account both sample and prior information.
