The agricultural policies shift gradually from EU-level organised market interventions to local organised environmental policies. This paper explores the growth possibilities of the Flemish dairy sector with the outlook of a quota abolishment as a case study of this policy shift. The dairy quota policy seems very restrictive for the highly profitable Flemish dairy sector, but the environmental restrictions from the manure regulation can limit the growth of the dairy sector as well. The paper uses a spatial multi-agent simulation model applied to a sample of 40.000 farms to estimate price development of emission rights and their possible impact on the growth of the dairy production. Removing EU milk quotas, soft landing versus hard landing AgEcon

This paper analyses EU dairy policy reforms and mainly focus on EU milk quota removal scenarios. The model used to evaluate the scenario is a spatial equilibrium model of the dairy sector. It integrates the main competitor of the EU on world markets, Oceania, as well as the main importing regions in the rest of the world. The paper first assesses the impact of the Luxembourg scenario in the prospect of a new WTO agreement in the future. It then provide a quantitative assessment of the impact of the abolition of EU milk quotas on the EU dairy sector either through a gradual phasing out or through an abrupt abolition of milk quotas. Milk Chain in Romania at the Start of Romania's Integration Into the European Union AgEcon

In the perspective of accession to the EU, the Romanian dairy sector will have to comply with the EU norms and standards. Institutional capacity building, the creation and operation of certain specific market structures, sector revamping until the accession moment represent a priority objective of the domestic agricultural policy. The calculations regarding the EU direct support reveal that Romania will need additional funding sources in order to cover the needs in relation to the allocated milk quota.

Modeling the Liberalisation of the Milk Market in Switzerland AgEcon

Switzerland aims to liberalise the milk market by 2011. This will result in distinctive changes in the basic conditions for agriculture. The impacts of the liberalisation are investigated with a composite model obtained by combining an optimization model for the agricultural sector and a dynamic simulation model for the milk and meat market. The calculations with the composite model indicate that the milk price depends strongly on the phasing out of market support, while the abolition of milk quotas in 2009 is less decisive. Growth of German dairy farms under the EU milk quota AgEcon

We estimate determinants of growth among German dairy farms between 1997 und 2005 under the EU milk quota system. Higher milk yield per cow, more family labour, and higher milk prices increase the growth rate of growing farms, ceteris paribus. Older growing farmers tend to grow at lower rates. In line with Weiss’ findings (1999) for Austrian farms, Gibrat’s Law of relative firm growth being independent of initial firm size does not hold for our subsample of farms growing in milk production, either: the growth rate is quite high for small farms and has a minimum for farms around 325,000 kg of initial quota. An Analysis of the Impact of Alternative EU Dairy Policies on the Size Distribution of Dutch Dairy Farms: an Information Based Approach to the Non-Stationary Markov Chain Model AgEcon

This paper analyses the impact of the dairy quota scheme on the size distribution of the Dutch dairy industry. A non-stationary Markov model approach is use, where the transition probabilities are explained by a set of exogenous (policy) variables. Using an information theoretical approach, a model is estimated for The Netherlands and used to simulate the impacts of alternative EU dairy policies. Zusammenfassung: Ziel der vorliegenden Studie ist es, für verschiedene Regionen in Niedersachsen die kurz-, mittel- und langfristigen Entwicklungen der Milchproduktion unter Berücksichtigung regionaler Besonderheiten abzuschätzen. Grundlage sind neben sieben Expertenpanels in ausgewählten Regionen auch betriebsindividuelle Befragungen in 10 Regionen in Niedersachsen. Es werden Schlussfolgerungen über die künftige Standortorientierung der Milchproduktion innerhalb Niedersachsens abgeleitet und Anpassungsreaktionen der Milcherzeuger an begrenzende Faktoren der Milchproduktion analysiert. Effects of abolition of the EU milk quota system for Dutch agriculture and environment AgEcon

Following model calculations presented in this paper he removal of the EU quota system will result in 21% more milk production in the Netherlands. Large dairy farms expand and achieve higher income levels compared to a scenario with quota continuation, as increasing scale of production and decrease of quota costs outweigh price reductions and extra manure disposal costs. Production in the category of relatively small farms, however, declines and farms in this category will leave business. Sector income will only marginally fall while production expansion will remain within the limits of present environmental policies related to manure and nutrient applications.

Likely policy changes leading towards further liberalisation of the Common Agricultural Policy would certainly influence farmers’ income and revenue risks. Thus, a question arises both for farmers and for policy makers about possible effects and necessary adjustments that should be made to face such changes. The paper examines long-term impacts of changes of key policy factors on income risk in Polish dairy farms. THE CAP AND THE AUSTRIAN AGRICULTURAL SECTOR: IMPACTS OF POSSIBLE FUTURE MILK MARKET REGULATIONS AgEcon

The European milk market is regulated by a quota system, which is limited by March 2015 for the time being. Using Austrian FADN data and applying a mathematical programming model, the impact of the CAP reform on Austrian farms with milk quota endowments as well as the impact of future milk market regulations after 2015 will be analysed. Possible options include either a continuation of the quota system or its abolishment. The model simulations show that in the scenario referring to 2008 most farms are better off due to the Austrian implementation of the CAP reform compared to a pre-reform situation.
