Última Regionalism and the World Trade Organization: Is Non-Discrimination Passe? 31 Srinivasan, T.N.. The principle of non-discrimination as enunciated in its Articles I on General Most Favoured Nation Treatment (MFN) and III on National Treatment (NT) is the foundation of the General Agreement on Tariffs and Trade (GATT) and its successor, the World Trade Organization (WTO). Yet, articles of GATT included many exceptions to MFN, of which one of the most serious was Article XXIV relating to Customs Unions (CU) and Free Trade Areas (FTA). Clearly there was a tension, if not contradiction, between the fundamental principle of nondiscrimination and inherently discriminatory preferential trading arrangements (PTA’s) such as CU’s and FTA’s. Neo-liberal globalisation has primarily entailed the liberalisation of trade and capital flows, but largely ignored the issue of labour mobility. Most literature on the political economy of globalisation likewise ignores global labour mobility. This paper first asks how globalisation affects human mobility. The conclusion is that globalisation integrates the world population into the global labour market in three principal ways: through accelerated commodification of labour power, through the integration via transnational production of national and regional labour markets, and by various (sometimes new) forms of international labour mobility. The objective of this paper is to analyze the best trade approach for Southern Mediterranean countries (Morocco, Algeria, Tunisia, Libya, Egypt, Jordan, Syria, Lebanon and Turkey) that helps them increase market access and develop trade policies which will facilitate the most efficient economic development. The study uses, the MacMap-HS6 database on market access and the Modeling International Relations under Applied General Equilibrium (MIRAGE) model of the global economy. While most South Mediterranean (SM) countries are very protectionist, they enjoy a fairly good access to world markets, either due to product specialization or to preferences granted by the European Union in the industrial sector.
