Bulgarian rural development policy implementation and new rural paradigm AgEcon

The role of Rural Development Policy is growing nowadays. As an EU member state Bulgaria started implementation of Rural Development Policy. The paper analyse the level of achievement of the Rural Development Programme’s objectives in Bulgaria. The programme started in 2008 and most of the measures are implemented. But effective payments have been done only under eight measures. The vast majority of financed projects are for investments mainly in agriculture (for perennial crops production, buildings, machineries and equipment). In the paper are specified opportunities and challenges of the rural development policy in Bulgaria in order to be consistent with the new rural paradigm.

The influence of migration processes on rural development: a case study from Scotland AgEcon

In the past, much rural development planning has relied on the concept of growth poles. With the “new rural paradigm”, we find that place-specific development and bottom-up approaches have become more popular than ever. Such place-based development often envisages the use of social capital. However, insofar as social capital is a local asset that is incorporated in individuals, it can easily be destroyed but not easily rebuilt. Continued out-migration and low in-migration into rural areas can have detrimental effects on social capital, and subsequently weaken bottom-up processes in the short and medium term. Rural development in the European Union has to face several challenges. Negative effects of old and new challenges (if these challenges are not faced effectively) might enhance and accelerate those processes that are taking place slowly for the present but that are definitely irreversible. On the basis of sector-specific approach problems related to agriculture should be focused on. It has to be, however, highlighted that there is an ongoing paradigm change: there is a shift from the agricultural policy aiming at food self sufficiency and income parity towards a sustainable rural policy with spatial focus.
