| This paper aims to assess the role of non-tariff barriers (NTBs) for new member states (NMSs) exports in the agri-food sector, in the period just before the EU accession actually stepped into force. The assessment is based on a detailed sectoral gravity model, which was enhanced with inclusion of different categories of NTBs: sanitary and phytosanitary measures (SPS), quality measures and import certificates. While the first two categories have implications primarily on production costs, the last category relates to transaction costs. | The East African Customs Union was established in 2005 with the aim of increasing intraregional trade. The Customs Union protocol commits member states to eliminate non-tariff barriers (NTBs) to intraregional trade. However, several NTBs are still applied by member states. This study identifies the existing NTBs on maize and beef trade and quantifies their impact on trade and welfare of EAC citizens using a Spatial Equilibrium Model (SEM). Data on NTBs were collected from traders and transporters of maize and beef cattle in East Africa. Roadblock checks, bribes and custom rules and procedures were identified as the main NTBs to trade. | Not everyone in the Americas thinks that negotiating an FTAA is desirable. Some argue that the timing of the negotiations is being set by the agenda of the developed countries, particularly the US, and not that of the rest of the region. Others say that negotiating tariff reductions will do little to increase exports. The argument is that non-tariff barriers to trade must be part of the package, or the whole idea is a waste of time. These are just some of the opinions coming from the South. Interestingly, a number of these ideas are coming from Brazil, the hemisphere's most populous country after the US, and clearly a leader in the region. | As trade agreements lower tariff rates throughout the world, other barriers to trade emerge. These non-tariff barriers can be just as troublesome for exporting companies.
