Non-tariff Barriers to Trade Caused by SPS Measures and Customs Procedures with Product Quality Changes AgEcon

This study develops a methodology to quantify the combined effects of two major nontariff barriers (NTBs), sanitary and phytosanitary (SPS) measures and customs and administrative procedures. We employ a constant elasticity of substitution (CES) utility function with factor-augmenting technical progress to incorporate changes in the quality of goods. We then estimate the effects of these two NTBs in the Japanese cut flower market. Results show that estimates of SPS are biased without considering product quality changes caused by the customs and administrative procedures for highly perishable agricultural products. If these Japanese NTBs were removed, findings suggest there would be a significant increase in cut flower imports by Japan.

Non-tariff barriers in EAC customs union: implications for trade between Uganda and other EAC countries AgEcon

A key objective for the adoption of East African Community (EAC) Customs Union was to enhance economic gains through elimination of tariffs and non-tariff barriers (NTBs) within the member states. This study has established that several NTBs continue to exist, and some have persisted. The NTBs that have persisted for more than three years include a long list of customs documentation requirements, cumbersome formalities, and limited testing and certification arrangements. Technical Barriers to Trade in the European Union : Importance for the New EU Members. An Assessment for Agricultural and Food Products AgEcon

This paper aims to assess the role of non-tariff barriers (NTBs) for new member states (NMSs) exports in the agri-food sector, in the period just before the EU accession actually stepped into force. The assessment is based on a detailed sectoral gravity model, which was enhanced with inclusion of different categories of NTBs: sanitary and phytosanitary measures (SPS), quality measures and import certificates. While the first two categories have implications primarily on production costs, the last category relates to transaction costs. Quantification of Sanitary, Phytosanitary, and Technical Barriers to Trade for Trade Policy Analysis AgEcon

This paper presents promising methodologies for modeling and quantifying nontariff barriers (NTB) to trade in the agricultural and food sectors. We limit the analysis to sanitary, phytosanitary, and technical regulations that can have an impact on trade and to methods that provide some quantitative estimates of the impact of such barriers on market equilibrium, trade flows, economic efficiency, and welfare. Given the heterogeneous nature of these regulations, a unifying methodology does not exist. The Bioterrorism Act of the USA and international food trade: evaluating WTO conformity and effects on bilateral imports AgEcon

The September 11th event focused the world’s attention on the threat of bioterrorism on the food chain. As a consequence, the USA implemented the Bioterrorism Act (BTA) containing new import requirements that can be classified as non-tariff barriers (NTBs). This paper analyses these NTBs by performing an assessment of WTO conformity and trade impact: hereby general problems in the analysis of bioterrorist risks are explored as for this new and unknown threat explicit WTO rules are still missing. Additionally, in exploring the BTA relevant process standard rules laid out by the WTO, the analysis indicates the extensive flexibility provided in this framework. The impact of non-tariff barriers on maize and beef trade in East Africa AgEcon

The East African Customs Union was established in 2005 with the aim of increasing intraregional trade. The Customs Union protocol commits member states to eliminate non-tariff barriers (NTBs) to intraregional trade. However, several NTBs are still applied by member states. This study identifies the existing NTBs on maize and beef trade and quantifies their impact on trade and welfare of EAC citizens using a Spatial Equilibrium Model (SEM). Data on NTBs were collected from traders and transporters of maize and beef cattle in East Africa. Roadblock checks, bribes and custom rules and procedures were identified as the main NTBs to trade. FTAA: What's in It for the South? AgEcon

Not everyone in the Americas thinks that negotiating an FTAA is desirable. Some argue that the timing of the negotiations is being set by the agenda of the developed countries, particularly the US, and not that of the rest of the region. Others say that negotiating tariff reductions will do little to increase exports. The argument is that non-tariff barriers to trade must be part of the package, or the whole idea is a waste of time. These are just some of the opinions coming from the South. Interestingly, a number of these ideas are coming from Brazil, the hemisphere's most populous country after the US, and clearly a leader in the region. Welfare Impacts of the Mexico Potato Quarantine AgEcon

Under the North American Free Trade Agreement (NAFTA) tariffs on U.S. potato imports to Mexico were phased out by 1993. Citing phytosanitary issues, in 1996, the Mexican government placed quantitative restrictions on U.S. potato imports and restricted their import only to designated border areas. This article estimates the welfare cost of restricting U.S. potato imports into Mexico. We find that removing trade restrictions may lead to over 1.8 million tons of new imports into Mexico, a gain of consumer surplus of 4.0 billion pesos per year, and a loss of 2.9 billion pesos of producer surplus.

NON-TARIFF BARRIERS AND POLITICAL SOLUTIONS TO TRADE DISPUTES: A CASE STUDY OF U.S. POULTRY EXPORTS TO RUSSIA AgEcon

This paper examines the recent U.S.-Russian trade dispute over poultry meats exports. Russia embargoed U.S. poultry on February 16, 1996, alleging that the U.S. inspection system did not meet Russian standards. An agreement signed on March 25, 1996, establishing an inspection criteria for exports to Russia and a testing protocol for salmonella and residues, resolved the trade dispute. Analysis indicates that Arkansas leg quarters prices are closely linked to U.S. poultry exports to Russia.

As trade agreements lower tariff rates throughout the world, other barriers to trade emerge. These non-tariff barriers can be just as troublesome for exporting companies.
