The United Nations General Assembly declared 2012 the “International Year of Sustainable Energy for All”, officially recognising the urgent need to put energy at the centre of the global development agenda. In parallel, a strong international policy effort is being made to achieve the goal of universal energy access to modern energy services by 2030. To support these efforts, a dramatic scaling-up of financing to the energy sector will be required through official development aid, other official flows, climate financing and various private flows. This paper takes stock with the results of utility privatization in Bolivia. This paper deals with the process of structural reforms in this country and the specific results that have to date been accomplished in the electricity industry. It is mostly interested in exploring whether the reformation of this industry contributed to lessen poverty levels and whether in light of the obtained results, a reversal or a continuation of the reform process should take place. The paper shows that coverage of electricity users has grown faster in urban areas ever since the establishment of regulation. Section I focuses on the early Post-War Consensus, with theory focused on extensions of classical dualism theory and policy concentrating on creating the pre-conditions for development. This paper proposes a strategic framework for policies to assist smallholders in developing countries. It describes the inevitable features of structural change in the agricultural and rural economy, the associated pressures that these changes place on smallholders, and the consequent need for policies to facilitate rather than impede adjustment. A key premise of the framework is that, for the majority of smallholders, the long term (i.e. inter-generational)future lies outside the sector. Hence, long-term policies need to make a distinction between those who potentially have a competitive future in the sector and those who do not. Low teacher motivation and its detrimental effect on student achievement are central problems of many education systems in Africa. Using standardized data for student achievement in Burkina Faso, Cameroon, Cote d'Ivoire, Madagascar and Senegal, this paper analyzes the empirical links between various policy measures, teacher job satisfaction and primary education outcomes. It appears that there is only very limited evidence for the effectiveness of intensively debated and costly measures such as increasing teachers salaries, reducing class size, and increasing academic qualification requirements.
