Did the CAP reform affect off-farm labour participation in Italian farms? AgEcon

The process of change in the Common Agricultural Policy (CAP) from trade and market distorting measures to more neutral interventions has been long, but in this process the 2003 reform (the so-called Fischler reform) has been the most important step, leading to a more decoupled, and hence less market distorting, support (Oecd, 2004) and introducing the fully decoupled Single Farm Payment Scheme (SFP). In this paper, we estimate a model of operators’ off-farm labour participation from a panel of Italian COP farms drawn from the FADN. To this purpose we use a random effects probit model, thus controlling for unobserved heterogeneity. The Conservation Reserve Program, Off-Farm Work, and Farm Household Technical Efficiencies AgEcon

Using data from a national survey of farm households in the United States, this paper examines the effects of farm households’ decisions to participate in the Conservation Reserve Program (CRP) and to work off the farm on the technical efficiency of farm household production. After controlling for the self selection bias in estimating the multiple output-oriented distance functions, results show that operators’ decisions to work off the farm (both separately and combined with participation in CRP) lead to higher technical efficiencies for farm household production— implying improvements in the resource allocation between farm and other productive activities by farm households. Does Participation in the Conservation Reserve Program and/or Off-Farm Work Affect the Level and Distribution of Farm Household Income? AgEcon

Since both release resources from agricultural production, it is not surprising that decisions to work off the farm and to participate in the U. S. Conservation Reserve Program (CRP) are correlated. By incorporating these decisions into a heteroskedastic specification of a farm household income function, we identify their effects on mean income, as well as on the variability in income for groups of farm households participating in combinations of these activities. An agricultural household model provides the framework for modeling off-farm work participation and off-farm and on-farm work decisions of farm operators. The empirical results are obtained from fitting the econometric model to data from a large national survey. In the estimated structural off-farm work participation equation, the operator's off-farm wage offer has a strong positive effect and other household income has a negative effect on the probability of off-farm work. For farm operators who participate in off-farm work, the wage elasticity of their off-farm labor supply is positive but of their on-farm labor demand is zero. Little attention has been given in the agricultural economics literature to the impact of off-farm work on farm productivity and efficiency. More knowledge about what determines part-time farming and whether farm productivity and efficiency are affected by part-time farming could help policy makers introduce better targeted rural development policies. Links among Farm Productivity, Off-Farm Work, and Farm Size in the Southeast AgEcon

This paper examines the linkages among agricultural total factor productivity, farm size, and farm household participation in the off-farm labor market for the Southeastern states for the period 1960-1996. We find evidence of a simultaneous relationship between productivity and measures of farm structure. The results support the expected relationships between the endogenous variables, namely that productivity and farm size are positively related, farm size and off-farm work participation are negatively related, and off-farm work and productivity are negatively related. We find positive and significant impacts of government policies (investments in public research, extension, and highways) on productivity growth.

AGRICULTURAL STRUCTURAL ADJUSTMENT TO GOVERNMENT POLICIES: EMPIRICAL EVIDENCE AgEcon

Economic theory alone cannot predict the impacts of government payments on farm structure. We estimate a 5-equation model for the 1978-96 period to measure the impacts using state micro and macro data sets. We found that government payments were positively associated with farm size and farm exits, but negatively associated with the extent of consolidation in farm production and the off-farm work of operators.

Farm Income Variability and the Supply of Off-Farm Labor by Limited-Resource Farmers AgEcon

We study the relationship between the off-farm labor decision and the limited-resource farmers’ and spouses’ off-farm experience, education, and sources of income. We found that farmers’ and spouses’ off-farm experience and wages are significant factors in explaining the off-farm labor supply decision. Contrary to expectations, farm income variability is not significant in the farmers’ and spouses’ decision to see off-farm work. The off-farm labor supply of farmers and their spouses is negatively correlated with income transfers from the government. Determinants of Poverty among U.S. Farm Households AgEcon

This research uses data from the 2004 Agricultural Resource Management Survey and probit regression to examine the determinants of poverty among U.S. farm households. The findings reveal, among others, the importance of a livelihood strategy that combines participation in government programs and off-farm work in lowering poverty rates. Findings also show the importance of educational attainment of the farm operator in mitigating poverty, but only when poverty is measured on a relative rather than an absolute basis. Policy recommendations are provided in the context of these findings.

Off-farm Work, Technical Efficiency, and Production Risk: Empirical Evidence from a National Farmer Survey in Taiwan AgEcon

The objective of this paper is to investigate the differences in yield production, production efficiency, and yield risk for farmers with and without off-farm work. Using a nationwide survey of Taiwanese rice farmers, we estimate a stochastic production frontier model accommodating the technical inefficiency and the production risk simultaneously. Applying the stochastic dominance criterion to rank the estimated technical efficiency and yield risk between professional farmers and farmers with off-farm jobs, our empirical analysis shows that off-farm work is significantly associated with lower technical efficiency. OFF-FARM WORK AND THE ADOPTION OF HERBICIDE-TOLERANT SOYBEANS AgEcon

Adoption of herbicide-tolerant (HT) soybeans is proceeding rapidly despite little difference between the net returns to HT versus conventional soybeans. Using a multivariate probit model, we analyze the interaction of off-farm work and adoption and test if farmers adopt HT soybeans because its simplicity and flexibility frees management time.

Farm transfer or succession by the “next generation” holds a place of central importance in the determination of industry structure and total number of farmers and has profound implications for farm families. The family farm sector relies heavily on intergenerational succession. Succession and retirement are linked and reflective of the life cycles of the farm household and the farm business.
