Institutional Change of the Agricultural Administration and Rural Associations in East Germany before and after Unification AgEcon

With the collapse of the socialist regime in East Germany in late 1989 and the rising political call for unification in early 1990, a radical and abrupt change of the institutional structure became necessary. Among others, the (agricultural) administration had to be totally restructured. This referred not only to substance, functions and tasks which had to be adjusted, similar to most other transition economies, to the market-economic and pluralistic democratic system, but also the whole administrative set-up had to be re-established in line with the West German system (territorial re-organisation). Based on a case study of two Moldovan regions, the paper challenges the favourable assessment of recently established peasant farms in a World Bank study by LERMAN et al. (1998). The main arguments in favour of a more critical view of the results of land privatisation and farm restructuring are that a) private farmers produce only on a minimal fraction of land with almost no machinery or purchased inputs at all, b) the income of a typical farm household is below a poverty line based on national standards, c) private farmers face substantial production and marketing risks, d) at present, it is unlikely that short- or long-term investment projects in agriculture can be credit funded. DOES NON-FARM INCOME DIVERSIFICATION IN NORTHERN ALBANIA OFFER AN ESCAPE FROM RURAL POVERTY? AgEcon

The paper uses up-to-date household data from two Northern-Albanian regions. It summarises socio-economic facts on taking up remunerative non-farm employment and identifies the determinants of non-farm income diversification at the farm household level based on a binary logistic regression. Furthermore, the paper provides insight in the northern-Albanian farming structure, migration patterns, attitudes towards and reasons for income diversification into the non-farm sector. Income diversification indeed has a positive impact on the welfare of the households: A statistically significant increasing trend in incomes with rising diversification level was observed.

Expression of the Mycobacterium bovis P36 gene in Mycobacterium smegmatis and the baculovirus/insect cell system BJMBR

In the present study we evaluated different systems for the expression of mycobacterial antigen P36 secreted by Mycobacterium bovis. P36 was detected by Western blot using a specific antiserum. The P36 gene was initially expressed in E. coli, under the control of the T7 promoter, but severe proteolysis prevented its purification. We then tried to express P36 in M. smegmatis and insect cells. For M. smegmatis, we used three different plasmid vectors differing in copy number and in the presence of a promoter for expression of heterologous proteins. P36 was detected in the cell extract and culture supernatant in both expression systems and was recognized by sera from M. bovis-infected cattle.
