Climate change is putting infrastructure, food supply, water resources, ecosystems, and human health at risk. These risks will be exacerbated depending on the degree of additional greenhouse gas emissions. Urgent action is needed to limit the severity of impacts associated with further warming. British Columbia (BC) has taken action to reduce greenhouse gas emissions from carbon-based fuels by introducing a carbon tax in 2008. As an innovative approach to climate change mitigation, especially in North America, studies evaluating its effectiveness are valuable. A persistent challenge for the development of well-informed and sound environmental policies is to improve the connection between environmental experts, decision makers, and other involved actors. Answers are sought in processes for social learning and adaptive co-management that engage experts, decision makers, and local actors in an interactive way of policy making. A central criticism common to agricultural economic modelling approaches for policy analy-sis is that they do not adequately take account of a number of characteristic factors of the agri-cultural sector. This concerns aspects like the immobility of land, heterogeneity of farms, in-teractions between farms, space, dynamic adjustment processes as well as dynamics of struc-tural change. The AGMEMOD Partnership seeks to capture the inherent existing heterogeneity of agricultural systems by linking together individual EU Member State models, an aggregated EU model and several accession countries into one single model, while still maintaining analytical consistency. Although this approach facilitates the comparison of the impact of a policy change across different Member States, it generates challenges in practical implementation, ranging from significant communication and administration requirements, to aggregation and consistency issues. The objective of this paper is to assess empirically the impacts of further reform of the Common Agricultural Policy (CAP) on the agri-food sector in Finland. To meet the objective, an econometric model for Finnish agriculture - built as a part of the AGMEMOD project - was utilised. The projection and policy simulations presented in the paper demonstrate that the model provides the basis for relatively straightforward baseline projection, and an initial framework for agricultural policy analysis. Yet, there remains substantial scope for further work on the model. In particular, the effects of big policy shocks are clearly not adequately captured by the model. The paper analyses various forms of direct payments using the agent-based model AgriPoliS. The model is fitted to the agricultural region 'Hohenlohe' in Baden-Württemberg which is characterised by intensive livestock farming. The policy simulations show that decoupled payments which are attached to land do not have significant effects on structural change, competitiveness, and income as compared to the current Agenda 2000 policy. In order to reach a significant and lasting effect on the competitiveness of agriculture direct payments would have to be granted independently of production, land use, and farming activity in general. The paper considers the use of directed acyclic graphs (DAGs), and their construction from observational data with PC-algorithm TETRAD II, in providing over-identifying restrictions on the innovations from a vector autoregression. Results from Sims’ 1986 model of the US economy are replicated and compared using these data-driven techniques. The directed graph results show Sims’ six-variable VAR is not rich enough to provide an unambiguous ordering at usual levels of statistical significance. A significance level in the neighborhood of 30 % is required to find a clear structural ordering.
