There is a lack of knowledge about the effectiveness and efficiency of soil conservation policies in agriculture and little understanding of how policy measures should be designed to encourage farmers to adopt soil conservation practices. This paper analyzes institutional settings surrounding agricultural soil management in ten European countries based on the Institutions of Sustainability framework. This framework considers the interdependencies between ecological and social systems, taking into account environmental conditions, farming practices impacting on soil conservation, different types of actors, policies, institutions and governance structures. From small farming to rural, non-agricultural work in Romania: an evaluation on 3 measures of the rural development programme AgEcon

Romanian rural areas contain the highest level of agricultural workers in the European Union, resulting in the challenge of stimulating non-agricultural employment. This paper uses the methodology of policy evaluation to analyse the influence of 3 measures the CAP. From an objectives tree to reveal the objectives of the programme to statistical analysis and field surveys, we analysed the pertinence, the coherence and the first results of those schemes. It was found that the targeted population was under estimated for one of the semi-subsistence schemes. Revenue and Cost Functions in PMP: a Methodological Integration for a Territorial Analysis of CAP AgEcon

An integrated policy evaluation tool is proposed for assessing the effects of agricultural policy measures using all the information available at farm level. The tool combines the positive mathematical programming methodology with the cluster analysis technique by using the same panel of data. The PMP model proposed here allows to measure the effects of policy in term of agricultural supply responses including output market price variations. The novel procedure by which the PMP model is articulated permits to recover the set of farm level demand functions for agricultural products and the cost function characterizing the given sample of farms. The Common Monitoring and Evaluation Framework (CMEF) provides a single framework for monitoring and evaluation of all EU Rural Development Programmes (RDP) in the current programming period (2007-2013). It provides continuity from previous periods and constitutes a significant simplification as regards assessment of results and impacts, while at the same time offering greater flexibility to Member States. Recently the importance of a comprehensive policy evaluation has been increasingly recognized by international organizations, e.g. the World Bank, OECD and FAO as well as especially by the EU. In particular, for agricultural policies of the second pillar a comprehensive evaluation is obligatory. However, presently applied evaluation techniques are clearly lagging behind the ambiguous evaluation targets set by the EU Commission. Finnish Salmonella Control Program -- Efficiency and Viability in Food Safety Promotion AgEcon

When joining the EU, Finland was granted a permission to run its own food safety policy concerning Salmonella. The policy is called Finnish Salmonella Control Program (FSCP) and it covers the main animal production lines: pork, beef, poultry, and also the products thereof e.g. meat and eggs. By committing to follow an EU Commission approved national program Finland received so called additional guarantees from the EU. These guarantees allow it to require respective salmonella protection levels from similar products imported to the country. In order to continue the program its economic efficiency has to be thoroughly evaluated. The Natural Heritage Trust and the National Action Plan for Salinity and Water Quality were major national policies focused on land and water degradation and nature conservation in Australia. These programs fell a long way short of achieving their stated goals. It is proposed that to be able to spend their considerable public funds in cost effective ways, they would have needed a number of particular characteristics. Among other things, they needed to prioritise investments well, consistent with an appropriate role of government, and based on analyses that integrated good quality bio-physical and socio-economic information. Eco-efficiency has emerged as a management response to waste issues associated with current production processes. Despite the popularity of the term in both business and government circles, limited attention has been paid to measuring and reporting eco-efficiency to government policy makers. Aggregate measures of eco-efficiency are needed, to complement existing measures and to help highlight important patterns in eco-efficiency data. This paper aims to develop aggregate measures of eco-efficiency for use by policy makers.
