This paper presents a case study of how livestock policies are made and implemented in a national context, and how they can be improved to better serve the interests of the poor. Livestock is a sector with a great potential for growth compared to other sectors in agriculture. However, appropriate policies and institutions that allow the poor to tap this growth potential may not exist or may be inadequate. In some cases, existing policies may actually hinder the poor from doing so. It seems that good opportunities for improving rural livelihoods in Bolivia through livestock policy are to be found in the camelid sector. Markets for camelid meat, fiber, and leather are currently small but hold significant potential to benefit poor herders in the Andean highlands. This paper analyzes the political economy of the livestock sector in two Indian states, Andhra Pradesh and Orissa. The aim is to identify politically feasible interventions that could have broad positive effects on poor rural livestock producers in these states. In Senegal, approximately one-third of all households depend on livestock for some portion of their livelihood, yet, the sector has not received significant state or private investment, nor has it received a significant amount of bi-lateral and international assistance.
