Given its vast land resources and favorable water supply, the Democratic Republic of Congo's (DRC) natural agricultural potential is immense. However, the economic potential of the sector is handicapped by one of the most dilapidated transport systems in the developing world (World Bank, 2006). Road investments are therefore a high priority in the government's investment plans, and those of its major donors. Whilst these are encouraging signs, very little is known about how the existing road network constrains agricultural and rural development, and how these new road investments would address these constraints. It is widely believed that in developing countries, open-access to natural resources, inadequate private property rights, and lack of development of market systems adds to the incidence of poverty. Increased economic efficiency is seen as a powerful force for reducing the extent of poverty in developing countries in the long run. While this may be so, it ignores the depth and incidence of poverty that can be generated during adjustments to policy reforms. This possibility constrains policy choices as is shown theoretically for natural resource policies and for agricultural adjustment policies giving Asian examples. This work of investigation comprises of a project ampler than it must by objective identify and take advantage of the real possibilities to combine the resources by remittances, own income of producers and the governmental contributions to generate more organization and major investment in the municipality of Hidalgo Durango .
