Public participation plays a role in the development and long-term maintenance of environmental institutions that are well-matched to local social–ecological conditions. However, the means by which public participation impacts such institutional fit remains unclear. We argue that one major reason for this lack of clarity is that analysts have not clearly outlined how humankind’s sense of agency, or self-determination, influences institutional outcomes. Moreover, the concept of institutional fit is ambiguous as to what constitutes a good fit and how such fit could be diagnosed or improved. RESUMO: Analisou-se intenção de pagamento do crédito no contexto da avaliação do Programa Nacional de Fortalecimento da Agricultura Familiar (Pronaf), na Paraíba, por meio de Teoria da Ação Planejada de Ajzen (1991). Participaram deste estudo os beneficiários do Pronaf A (assentados, n = 200) e usuários de Pronaf B (agricultores familiares, n = 200). O delineamento foi correlacional, com amostragem não-probabilística. A coleta de dados ocorreu por meio de entrevista semiestruturada, com 38 itens (escala de 1 a 7, tipo Likert), em 46 comunidades rurais de 8 municípios. ABSTRACT: This study to present information from literature about evaluation of social programs, which were used later on to evaluate the Pronaf (a credit line for small farmers implemented by the Brazilian Federal Government) in Paraiba state. In this essay, three separate yet interconnected components of pro-environmental decision making are considered: (a) knowledge, in the form of basic scientific understanding and procedural knowledge, (b) risk perception, as it relates to an individual’s direct experience of climate change and (c) self-interest, either monetary or status-driven. Drawing on a variety of sources in public policy, psychology, and economics, I examine the role of these concepts in inducing or discouraging pro-environmental behavior. Past researches have often overemphasized the weight of just one of those variables in the decision making. Numerous laboratory studies report on behaviors inconsistent with rational economic models. How much do these inconsistencies matter in natural settings, when consumers make large, real decisions and have the opportunity to learn from experiences? We report on a field experiment designed to address this question. Incumbent clients of a lender in South Africa were sent letters offering them large, short-term loans at randomly chosen interest rates. Psychological features on the letter, which did not affect offer terms or economic content, were also independently randomized.
