Public spending composition and public sector efficiency: Implications for growth and poverty reduction in Uganda AgEcon

The paper examines the interrelationships between public spending composition and Uganda's development goals including economic growth and poverty reduction. We utilize a dynamic CGE model to study these interrelationships. This paper demonstrates that public spending composition does indeed influence economic growth and poverty reduction. In particular, this study shows that improved public sector efficiency coupled with re-allocation of public expenditure away from the unproductive sectors such as public administration and security to the productive sectors including agriculture, energy, water and health leads to higher GDP growth rates and accelerates poverty reduction. Financiamiento de la educación en el Perú AgEcon

Durante los últimos 25 años el gasto educativo público real en el Perú se ha mantenido relativamente constante, aunque con fluctuaciones relacionadas con el ciclo económico. Sin embargo, en un contexto de marcado crecimiento de la matrícula, esto ha implicado una caída significativa en el gasto por alumno, en particular, en la educación básica. Como parte de este proceso se observó un aumento del número de docentes y de personal administrativo - en particular a partir de 1985 - con una caída en los ingresos reales de los mismos. El gasto por alumno así como la variabilidad del gasto educativo en el Perú es similar al promedio latinoamericano. Sin embargo, el gasto es menos de un sexto del observado en países de la OECD. El estudio evalúa los efectos que el gasto público en educación ha tenido sobre la distribución del ingreso en el Perú. Las transferencias desde el presupuesto público son analizados revisando el destino del gasto en educación por estratos socioeconómicos, y su impacto de corto plazo en términos de la mejora del ingreso familiar y la modificación de la estructura distributiva.

O estudo teve como objetivo geral mostrar que há uma relação histórica e teórica para explicar a dificuldade de implementar uma política de crédito para a agricultura familiar e que isso incorre em limitação de seu acesso e aumenta os custos da intermediação financeira. Verificou-se que os programas de crédito como essenciais assim como em qualquer atividade produtiva, mas que especificamente no caso das atividades produtivas rurais tomam características próprias dadas à especificidade do público alvo dos programas e a difícil acessibilidade aos modos comuns de crédito existente no mercado financeiro; procurou-se averiguar que assimetrias de informação nesse contexto está associada ao próprio risco da atividade e fortalece a lógica de exclusão do mercado....

Public Expenditure and International Specialisation AgEcon

It is widely recognised that public-sector purchasers tend to discriminate in favour of domestic suppliers. We study the consequences of home-biased public procurement on international specialisation. In the theoretical analysis we find two effects. First, a country will specialise in the sector for which it has relatively large home-biased procurement (the "pull" effect). Second, home-biased procurement can counter agglomeration forces and thereby attenuate the overall degree of international specialisation (the "spread" effect). Why African governments under-invest in agriculture: results from an expert survey AgEcon

Agricultural productivity growth is widely seen as an essential instrument of poverty reduction, food security and broader economic growth. Paradoxically, however, the agricultural sector is often neglected by African governments in what is often termed ‘urban bias’. This paper explores what appears to be a very contemporary form of urban bias: that despite open acknowledgement of the importance of agriculture, public expenditure allocations to the agricultural sector remain very low in Africa. Fiscal Policies in Highly Unequal Societies: Implications for Agricultural Growth AgEcon

The paper discusses the economic effects of misallocation of public expenditures in favor of private goods rather than public goods. It first lays out certain key hypotheses regarding the consequences of the apparent public sector allocation inefficiency and the factors that explain this phenomenon. It then discusses existing empirical evidence that lends at least indirect support to these hypotheses. Finally, it presents new empirical evidence for the rural sector in Latin America which documents the extent of the misallocation of public expenditures, its consequences for agricultural growth and rural poverty, and the role of certain key politico-institutional factors in explaining the misallocation.
