Three potential explanations of past CAP reforms have been identified in the literature: a budget constraint, pressure from GATT/WTO negotiations or commitments, and a paradigm shift emphasising agriculture’s provision of public goods. The presentation, content and context of the Health Check reform proposals of 2007/08 are assessed. The proposals are probably more ambitious than first supposed. The Health Check was not primarily driven by budget pressures; the European Commission’s wish to adopt an offensive negotiating stance in the closing phases of the Doha Round was a more likely explanatory factor. The Potential Effects on United States Agriculture of an Avian Influenza Outbreak

The U.S. poultry industry has spent considerable resources to date preparing for an outbreak of avian influenza in this country. This research quantifies the potential effects of two alternative avian influenza scenarios on the poultry industry. In addition, this research looks at effects on other agriculture sectors including the loss of feed demand from an outbreak and the impacts on aggregate measures like farm income and consumer food expenditures. The economic sector model maintained by the Food and Agricultural Policy Research Institute (FAPRI) is employed for these scenarios.

There is no consensus about how globalization –trade and foreign investments – affects poverty reduction. Using household survey data, this study contributes to the empirical literature on globalization and poverty by analyzing the household-level implications of increased foreign investments and trade in the horticulture sector in Senegal. Simulation results showed that simultaneous outbreaks of highly pathogenic avian influenza (HPAI) in Asia, the United States, Brazil, and selected European countries will have significant impacts on world poultry trade. Assuming demand for chicken meat is constant, the global export price is simulated to increase by 9.63%. HPAI outbreaks in the United States, Economic Union, and Brazil will have a greater impact on export price than in any other possible three-region case. Outbreaks in the United States and Brazil would still lead to major impacts on world poultry trade, confirming large country effects.

It is necessary for multilateral trade negotiations to include exceptions to accommodate politically sensitive sectors. However, given the highly concentrated distribution of agricultural protection, too many exceptions put at risk the objectives of World Trade Organization. The Doha round of WTO negotiations has been ongoing since 2001. In the summer of 2008 the negotiations on the modalities for a new WTO agriculture agreement collapsed when seemingly on the verge of a successful conclusion. In this paper we present quantitative analysis of the impact of a new WTO agreement undertaken using a partial equilibrium model of Irish and EU agriculture. Results are presented on the agreement’s impact on Irish and EU-27 agriculture markets and on Irish agricultural sector incomes. This paper analyzes how the market interventions of the Serbian government during the food crisis 2007/2008, inter alia a de facto export ban, have affected domestic wheat markets. Besides a comprehensive description of the crisis policy and its effects on the Serbian wheat market, we investigate how it influences the equilibrium and stability of the Serbian wheat market and its integration with the world market within a price transmission model.
