State programs promoting agricultural products have proliferated in response to increased consumer interest in locally grown foods. Tennessee, for example, currently has two state-sponsored programs promoting Tennessee agricultural products. This study examines the factors associated with fruit and vegetable farmer participation in these programs using mean comparisons and bivariate probit regression. Results suggest that farmer participation in these programs was associated with operation size, percentage of income from farming, percentage of annual sales from fresh produce, and attendance to University Extension educational events. These results should interest individuals attempting to increase producer participation in these types of programs. |

Recently, the European Commission proposed to introduce several risk management tools in the rural development pillar 2 of the CAP. One of them consists in providing co-financing support to mutual funds compensating farmers who experience a severe drop in their farm income. This paper analyses this new farm income stabilization tool for the Walloon region in Belgium, considering separately three groups of farms (crop, dairy and cattle farms). Relying on FADN data from 1997 to 2007, this analysis focuses on estimating the probability that such regional mutual funds would need to intervene to compensate farm net incomes and, in that case, the expected amount of each farm income compensation and the total expected amount of compensation. The budgetary... |

The Mid Term Review introduced a decoupling of agricultural support from production decisions, although with opt-out clauses for specific payments in particular sectors. The ‘Health Check’ seeks to deepen the degree of decoupling, whilst importantly for Spain, offers the option of extending this model of support to the fruit and vegetables sectors. Employing a computable general equilibrium model, this paper sets out to quantitatively assess the agro-food and macroeconomic impacts of the Mid Term Review and Health Check proposals in Spain. With greater decoupling, agricultural output falls slightly, whilst resources are reallocated in favour of arable activities. |

The basic hypothesis of this study is that producers do not realize, individually, the importance of adopting preventive measures, even aware of the economic risks for them and for the local economy, because outbreaks of some diseases are not frequent. Moreover, the presence of externalities makes the action of one producer regarding sanitary measures of the herd affect other producers in the same region, which cannot be perceived by them, either. This study aims to develop a theoretical procedure to infer about strategic decisions taken by producers to prevent animal disease in their herds, in face of the risk of contamination. The development of the model is based on the Game Theory, and the cost-benefit analysis as support for decision-making process.... |

This article investigates the potential gains to the U.S. meat sector with the implantation of the U.S. National Animal Identification System (NAIS). The focus is on the effect that the NAIS could have on consumers’ risk perception about eating meat. System of demand equations are estimated using time series of food safety indexes variables used as proxies for consumers’ reactions to news on meat safety issues. The series of food safety indexes are built on the basis of the number of food safety news reported in top U.S. newspapers. Using the preferred model estimates, three scenarios are constructed in order to account for the cases wherein the NAIS is not implemented, is implemented only for beef and is implemented for beef and pork. The differences in... |

The objective of this paper is to assess empirically the impacts of further reform of the Common Agricultural Policy (CAP) on the agri-food sector in Finland. To meet the objective, an econometric model for Finnish agriculture - built as a part of the AGMEMOD project - was utilised. The projection and policy simulations presented in the paper demonstrate that the model provides the basis for relatively straightforward baseline projection, and an initial framework for agricultural policy analysis. Yet, there remains substantial scope for further work on the model. In particular, the effects of big policy shocks are clearly not adequately captured by the model. The linear equations of supply together with low elasticities estimated from historical data... |

This paper sets out the results of a research project carried out by the University of Palermo and financed by the Sicilian Region, which aims to establish the impact of the Fischler Reform on Sicilian agriculture, and to project future scenarios that take into account some of the changes that the production process may undergo in the Region, following both the application of the Reform itself (now in force) and the eventual application of indications contained in the Health check. The impacts of the Fischler Reform, and especially the application of the Single Payment scheme to companies, were examined in cereal cropping companies, especially considering the significant amount of durum wheat cultivation in vast areas of the Region’s hilly and its... |

This paper analyses different direct payments system for the Swiss alpine region based on the multi-agent model SWISSland. Moreover, the future demand and management of the alpine pastures are simulated under different scenarios until 2020. In the model, agents are representing existing summer farms and are able to interact with each other. The results imply that the current direct payment system for the Swiss alpine region is effective and able to maintain a stable development until 2020. Since the land management in the alpine region is the activity that provides public goods, it would be reasonable to enforce payments that maximize the area of summered land. A change to contributions coupled to the surfaces could achieve the desired management of the... |

In response to sanitary crisis, risk management has become a central issue for food producers and distributors in Europe. Organisational responses to sanitary risks usually implying traceability have been conceived by firms. One of the main tasks here is to deal with coordination of the different operators of a food chain. The European Union has developed a regulatory framework with the Regulation 178/2002. This regulation sets a mandatory traceability considered as a risk management tool. Traceability that was considered as a private initiative has therefore become an obligation with this regulation. This paper tries to evaluate if the problem of the operators coordination on specific traceability practices that any private organisational of a food chain... |

It is recognised that following the reform of the Common Agricultural Policy (CAP) farmers may go through a period of transition where they evaluate the different production alternatives available to them according to their existing situation, expectations and preferences. Drawing on a survey of Scottish beef and sheep producers undertaken in mid-2006, the purpose of this paper is to analyse the preferences of producers in relation to a number of possible economic strategies for production adjustment following CAP reform. The results show that the nature of adjustment is still uncertain, reflected in the high numbers of farmers that do not know what strategy to follow or that will maintain the same production levels despite the reform. However, a sizable... |
