New Regulations Governing Concentrated Animal Feeding Operations Require New Solutions: Discussion AgEcon

This paper discusses the three invited papers presented in the session titled “New Regulations Require New Solutions: Federal Provisions Governing Concentrated Animal Feeding Operations” (i.e., CAFOs). These papers provide an excellent review of current state and federal laws and an excellent summary of what has been and is currently being done with respect to CAFO regulation. The papers present three different policy approaches: i) alternative performance standards, ii) location-specific regulation, and iii) insurance-based underwriting of CAFO discharges. Each approach has its drawbacks; however, blending theses suggested policies into current regulations would result in efficiency gains.

The Future Prospect of PV and CSP Solar Technologies: An Expert Elicitation Survey AgEcon

In this paper we present and discuss the results of an expert elicitation survey on solar technologies. Sixteen leading European experts from the academic world, the private sector and international institutions took part in this expert elicitation survey on Photovoltaic (PV) and Concentrated Solar Power (CSP) technologies. The survey collected probabilistic information on (1) how Research, Development and Demonstration (RD&D) investments will impact the future costs of solar technologies and (2) the potential for solar technology deployment both in OECD and non-OECD countries. Land Degradation in Ethiopia: What do Stoves Have to Do with it? AgEcon

Land degradation is a particularly vexing problem in developing countries; as forests are depleted, crop residues and dung are used for fuel, which degrades cropland. In Ethiopia, the government encourages tree planting and adoption of energy efficient stove technologies to mitigate land degradation. We use data from 200 households in Tigrai, Ethiopia to examine the adoption of new stove technologies. Adoption is an economic decision, related to savings in time spent collecting fuel and cooking, and cattle required for everyday purposes. Results indicate adopters of efficient stoves reduce respective wood and dung use by 68 and 316 kg per month.

Linking Reduced Deforestation and a Global Carbon Market: Impacts on Costs, Financial Flows, and Technological Innovation AgEcon

Discussions over tropical deforestation are currently at the forefront of climate change policy negotiations at national, regional, and international levels. This paper analyzes the effects of linking Reduced Emissions from Deforestation and Forest Degradation (REDD) to a global market for greenhouse gas emission reductions. We supplement a global climate-energy-economy model with alternative cost estimates for reducing deforestation emissions in order to examine a global program for stabilizing greenhouse gas concentrations at 550 ppmv of CO2 equivalent. Inducing Low-Carbon Investment in the Electric Power Industry through a Price Floor for Emissions Trading AgEcon

Uncertainty about long-term climate policy is a major driving force in the evolution of the carbon market price. Since this price enters the investment decision process of regulated firms, this uncertainty increases the cost of capital for investors and might deter invest-ments into new technologies at the company level. We apply a real options-based approach to assess the impact of climate change policy in the form of a constant or growing price floor on investment decisions of a single firm in a competitive environment. Intermittent renewable energy sources such as wind, solar, run-of-river hydro, tidal streams and wave fluxes present interesting challenges when exploited in the production of electricity, which is then integrated into existing and future grids. We focus on wind energy systems because they have an emerging presence, with new installed capacity approaching 8 GW annually. Environmental Regulations, Market Structure and Technological Progress in Renewable Energy Technology — A Panel Data Study on Wind Turbines AgEcon

We study the impact of environmental regulations on the patent activities for wind turbines between 1980 and 2008. We explicitly control for energy market liberalisation and take a potential interaction between liberalisation and policy instruments into account. We find a strong and highly significant effect of environmental tax revenues, which we regard as a proxy for the extent to which energy prices changed in favour of renewable energies, as well as foreign demand for wind turbines on innovation activities. A Good Opening: The Key to Make the Most of Unilateral Climate Action AgEcon

In this paper we argue that when a subgroup of countries cooperate on emission reduction, the optimal response of non-signatory countries reflects the interaction between three potentially opposing factors, the incentive to free-ride on the benefits of cooperation, the incentive to expand the demand of fossil fuels, and the incentive to adopt cleaner technologies introduced by the coalition. Using an Integrated Assessment Model with a game theoretic structure we find that cost-benefit considerations would lead OECD countries to undertake a moderate, but increasing abatement effort (in line with the pledges subscribed in Copenhagen). This paper aims at analysing the role of the environment in innovative strategies based on firm economic performance indicators such as employment, turnover, and labour productivity growth. We exploit a unique dataset of 773 Italian service firms with 20 or more employees comprising 1993-1995 CIS II data on firm innovation strategic motivations and 1995-1998 data on employment, turnover, and labour productivity from the System of the Enterprise Account (SEA). This paper reports on an analysis of technical efficiency and varietal differences in pistachio production in Iran. A random sample of 475 farmers was selected from the province of Kerman in 2003 and 2004. In this study, farmers are classified into three groups according to the variety of tree they planted. The three main varieties of pistachio trees planted are Kalleh- Ghuchi, Fandoghi and Akbari. The technical efficiency indices are computed using three approaches. Modeling International Trends in Energy Efficiency and Carbon Emissions AgEcon

This study uses a stochastic production frontier to model energy efficiency trends, in 85 countries over a 37 year period. No structure is imposed on technological change over time, although differences in technology level across the countries are modelled as a stochastic function of explanatory variables. These variables are selected by a literature survey and a theoretical model of energy-efficient technology choice. Economic analysis of chemical pesticide use has shown that the interactions between plants, pests, damage control technology and state of the ecosystem are important variables to be considered. Hence, a bio-economic model was developed for the assessment of Bt variety and pesticide-based control strategies of the cotton bollworm in China. The model simulates plant growth, the dynamics of pest populations and of natural enemies. The model predictions are used as major inputs for a stochastic partial budgeting procedure of alternative control strategies. Accelerating the development of less GHG intensive technologies and promoting their global diffusion - in particular in fast-growing emerging economies - is imperative in achieving the transition to a low-carbon economy.
