An evaluation of the policy of fishery resources management by TACs in European Community waters from 1983 to 1992 ArchiMer

In 1983, the European Community (EC) agreed on a system for the conservation and management of fishery resources whi h is based largely on the use of annual total allowable catch (TAC). Nevertheless, the state of many European stocks of demersal species has worsened since 1983. A review of TAC enforcement shows that landings have exceeded TACs to a limited estent for these resources. The contrary is observed for the stocks of pelagic species of which the state has improved although landings have frequently been larger than TACs. This double paradox generates a feeling of limited impact of the TAC system inmplemented by the EC. The Argentine-Uruguayan Common Fishing Zone and the problem of the hake catch quota allocation. The aim of this paper is to present the problem of the catch quota in the shared zone and the proposals related to the maximum catch from 1976 to 1998. The state of the population which inhabits the Common Fishing Zone and north of 41°S is diagnosed, concluding that the total biomass has declined in this period and the spawning stock biomass is under the allowable biological catches. In addition, the catch per unit effort (CPUE)of the commercial fleet has a declining tendency and the total effort is duplicated. This paper presents a nonlinear optimization model that use to establish an annual quota for the total allowable catch for managing the yellow squat lobster fishery. The proposed bioeconomic model maximizes the economic profits of the activity involved and, simultaneously, takes into account the long-term conservation of the resource by restricting catches and thereby assuring adequate biomass level in the future. The dynamic behavior of the population is incorporated through a single-specie logistic growth model.
