The Economic Impact of a Possible Irrigation-Water Shortage in Odessa Sub-Basin: Potato Production and Processing AgEcon
Bhattacharjee, Sanjoy; Holland, David W..
The Columbia Basin Project (CBP) was one of the single largest projects undertaken by the Bureau of Reclamation. The venture, which started in the 1930s in Central Washington, did not entirely turn out as expected. In fact, almost half of the proposed irrigable area, located mainly in the northeastern portion of the original plan, doesn't have any water supply from the project for irrigation purposes. The Odessa Sub-area is one of those areas. The land in this area is fertile and produces very high quality potatoes. Over the last couple of decades, potato production in this Odessa sub-region has been possible primarily because of irrigation based on deep wells. However, the underground water is drawing down and potato production may shut down as a result....

Subsidizing Education in the Economic Periphery: Another Pitfall of Regional Policies? AgEcon
Sudekum, Jens.
One of the most prominent instruments of regional policy is to foster education and human capital formation in economically lagging regions. However, regional policy of this type can actually hurt instead of help the poor areas. The reason is that individual geographical mobility increases with the personal skill level. Through education subsidies, particularly if targeted on relatively high skilled workers, individuals can cross some threshold level of qualification beyond which emigration accrues. Regional policies then result in a human capital flight harmful to individuals remaining in the economic periphery. This fatal result does not hold for such policies that foster basic education and focus on the relatively low skilled.

European Trade Integration in the Baltic Sea Region - A Gravity Model Based Analysis AgEcon
Paas, Tiiu; Tafenau, Egle.
The paper explores regional trade integration of the countries involved in the EU eastward enlargement (EU-25) processes distinguishing the possible regional trade clusters within EU-25 that may support integration of the EU-15 and the new member states. We examine whether the gravity equation based on the new trade theory describes trade integration of the EU-25 countries, and whether the results of a gravity model based analysis may be different in the case of the Baltic Sea region (BSR). The gravity models are estimated based on panel data for the years 1993 to 2002. The results of our analysis indicate that the BSR is forming an exception within EU-25. The BSR trade cannot be explained as much with New Trade Theories as in the case of the whole EU. The...

Geography and Economic Transition: Global Spatial Analysis at the Grid Cell Level AgEcon
Motamed, Mesbah J.; Florax, Raymond J.G.M.; Masters, William J..
This paper addresses the timing of historical transition from rural to urban activity. In our model, rural production has constant returns and meets subsistence needs, while urban production has scale economies and meets the demands of higher-income consumers. Urbanization occurs sooner when rural or urban productivity is higher or transport costs are lower. We test the model on worldwide data that divides the earth's surface at half-degree intervals into over 60,000 cells. From an independent estimate of each cell's rural and urban population history, we identify the date at which each cell achieves various thresholds of urbanization. Controlling for country fixed effects and neighbors' urbanization using spatial techniques, we find that the date at which...

Farming and the Internet: Factors Affecting Input Purchases Online and Reasons for Non-Adoption AgEcon
Briggeman, Brian C.; Whitacre, Brian E..
Using the 2005 ARMS data, significant factors are identified that influence the decision to purchase farm inputs over the Internet and reasons for not adopting the Internet. Internet input purchasing farmers tend to be younger and more educated. Non-adopters that are more educated most likely cite Internet security concerns as their primary reason for not adopting.

Ethanol Plant Location Determinants and County Comparative Advantage AgEcon
Lambert, Dayton M.; Wilcox, Michael D.; English, Alicia; Stewart, Lance A..
The location of ethanol plants is determined by infrastructure, product and input markets, fiscal attributes of local communities, and state and federal incentives. This empirical analysis uses probit regression along with spatial clustering methods to analyze investment activity of ethanol plants at the county level for the lower U.S. 48 states from 2000 to 2007. The availability of feedstock dominates the site selection decision. Other factors, such as access to navigable rivers or railroads, product markets, producer credit and excise tax exemptions, and methyl tertiary-butyl ether bans provided some counties with a comparative advantage in attracting ethanol plants.

How Important is Economic Geography for Rural Non-Agricultural Employment? Lessons from Brazil AgEcon
Jonasson, Erik; Helfand, Steven M..
By paying particular attention to the local economic context, this paper analyzes rural non-agricultural employment and earnings in non-agricultural jobs. The empirical analysis is based on the Brazilian Demographic Census, allowing for disaggregated controls for the local economy. Education stands out as one of the key factor for shaping employment outcome and earnings potential. Failure to control for locational effects can lead to biased estimation of the importance of individual and household-specific characteristics. The empirical results show that local market size and distance to population centers have a significant impact on both non-agricultural employment prospects and earnings. The impact, however, is quantitatively larger for employment.

An Application of Spatial Poisson Models to Manufacturing Investment Location Analysis AgEcon
Lambert, Dayton M.; McNamara, Kevin T.; Garrett, Megan I..
The influence product markets, agglomeration, labor, infrastructure, and government fiscal attributes had on manufacturing investment flows in Indiana between 2000 and 2004 were estimated using Poisson regression, geographically weighted regression, and a spatial general linear model. Counties with access to urbanization economies, product markets, available labor, a high-quality workforce, and transport infrastructure were more likely to attract manufacturing investment. These effects were magnified to some extent when inter-county spatial effects were modeled. The distributional assumptions of the spatial models are different, but both methods are useful for understanding the spatial context of the factors influencing manufacturing investment flows.

Minería y economía de los hogares en la sierra peruana: impactos y espacios de conflicto AgEcon
Zegarra Mendez, Eduardo; Orihuela, Jose Carlos; Paredes, Maritza.

Increasing Returns and Spatial Unemployment Disparities AgEcon
Suedekum, Jens.
Regional unemployment rates in the European Union (EU-15) reveal a core-periphery structure. Large "core" regions in the middle of the continent have low unemployment rates, whereas excessive mass unemployment is predominantly found in the peripheral regions at the outside borders of EU-15. This geographical pattern of unemployment rates follows the pattern of GDP per capita. That is, the regions with low (high) unemployment rates on average have comparatively high (low) real income levels. In this paper we try to understand this stylised fact with the help of a theoretical model that builds on two strings in the literature: the recent trade and location theories (like the ´new economic geography´) and the ´wage curve´. Standard models of the new location...

Location Determinants of Food Manufacturing Investment: Are Non-metropolitan Counties Competitive? AgEcon
Lambert, Dayton M.; McNamara, Kevin T.; Beeler, Megan I..
Food manufacturing site selection is determined by infrastructure, agglomeration, product and input markets, labor markets, and fiscal attributes of local communities. This article examines how these factors influence location decisions across the rural-urban continuum in the lower forty-eight states of the U.S. Negative binomial regression and spatial clustering methods are used to forecast new food processor location patterns at the county level, 2000-2004. Remote rural areas are at a comparative disadvantage with respect to attracting food processors, but non-metropolitan counties with economic links to urban core areas may be attractive investment sites for footloose, supply, and demand-oriented food manufacturers.

Estimating the Amenity Costs of Global Warming in Brazil: Getting the Most from Available Data AgEcon
Timmins, Christopher.
This paper develops a theoretically consistent technique for valuing non-marketed local attributes using compensating income differentials in the absence of housing market data. The individual’s indirect utility function is identified with aggregate data describing equilibrium location decisions, and this function is used in place of the unidentified equation describing how housing prices are determined. The model is used to value climate amenities in Brazil, where such data problems are prevalent. Similar problems arise in other developing countries, particularly when one looks outside of the largest cities.
