Good governance approaches in policy formulation and implementation - based on key concepts like participation, networking, transparency and accountability - are more and more adopted by the EU in addressing its rural policies reforms. Public Administrations at all levels should be evaluated with respect to their capacity to respect good governance principles. First, on the basis of a meta-analysis of ongoing initiatives (e.g. the World Bank’s Worldwide Governance Indicators), a methodological framework for assessing the quality of new governance modes is presented. This paper analyses expert attitudes to managing rural development in both established (EU15) and New Member States (NMS). It draws on case studies of five regions in the EU15 that have undergone, at least in some respects, successful rural development post-accession. Lessons of best practice were identified from interviews and supporting documentation, and verified / refined using a policy Delphi exercise. The results highlight the importance of creating appropriate national and regional structures to implement EU funded projects, capacity building, decentralisation, social capital and networking, and the role of “institutional memory”. |

This paper seeks to develop a methodology that will be useful for rural water districts in assessing the future of their water systems infrastructure. In particular, the use of free water simulation software and publicly available data on population, roads, and terrain present rural water systems with the opportunity to analyze their existing distribution system and forecast where problems are likely to occur. The analysis of the experiences of Central and Eastern European Countries (CEEs) in transition, which became EU members in the historical 2004 (and 2007) enlargement, evidences the importance of timing and targeting policy intervention for a balanced growth (Monasterolo et. al, 2008). The paper describes the main tendencies and perspectives of development of rural areas in Ukraine. It emphasizes that the key reason of existing socio-economic issues in rural regions is the absence of well-defined rural development policy. An emerging requirement for the evaluation of the rural development policy is the adoption of an objective method accounting for both material and immaterial achievements, and measuring the performance in order to understand the degree of accomplishment of policy objectives. Data from a national telephone survey of working-aged adults in the continental US is combined with US Census 2000 data to explore the determinants of attachment to place and time preferences for jobs, natural amenities, and financial assets. Five regions in the US were delineated so that regional differences in the determinants of the dependent variables of interest could be parsed out. The main objective of the paper is to trace the composition of the CAP support for Italian farms at the eve of the implementation of the CAP reform. The paper is based on three regional case studies, that represent as many farming specialisation typologies: Veneto, in the North-East, where agriculture is largely integrated in the economic system; Valle d'Aosta, in the North-West, a typical Alpine region; Puglia, in the South, where agriculture is based on Mediterranean products. Peripheral rural areas are particularly affected by demographic changes. The research question is: how the involved rural actors interact with each other to react to the resulting challenges, and why does this mode of interaction come about? The contribution presents empirical data from a survey and three case studies conducted in 2008 and 2009. The results indicate the coincidence of cooperation and unilateral action.
