En el presente trabajo se describen las experiencias de dos localidades impactadas por el huracán Karl en septiembre de 2010. El objetivo de la investigación es analizar la respuesta institucional e identificar las condiciones de vulnerabilidad y acciones de respuesta ante el huracán Karl considerando diferencias de género, edad y pobreza entre la población de la localidad de Nicolás Blanco y la colonia de desplazados (as) Huitzilapan del municipio de La Antigua, Veracruz. The Impact of Unilateral Climate Policy with Endogenous Plant Location and Market Size Asymmetry AgEcon

This paper analyses the impact of unilateral climate policy on firms’ international location strategies in emission-intensive sectors, when countries differ in terms of market size. The cases of partial and total relocation via foreign direct investment are separately considered. A simple international duopoly model highlights the differences between short-term and long-term effects. In the short-term no change in location is a likely outcome in very capital-intensive sectors, and when there is a strategy shift this takes the form of partial instead of total relocation. Coastal Erosion Management from a Community Economics Perspective: The Feasibility and Efficiency of User Fees AgEcon

Coastal communities cannot depend on funding from the state or federal government to maintain high-quality beaches that benefit the public and attract tourist revenues. This article investigates the feasibility and efficiency of beach improvement projects at two Georgia barrier islands through the alternative funding mechanisms of general-revenue financing and user fees. Benefits are calculated from observable sources. The analyses presented support beach improvement as an effective policy on both islands under all scenarios considered.

Optimal Emission Tax with Endogenous Location Choice of Duopolistic Firms AgEcon
Ikefuji, Masako; Itaya, Jun-ichi; Okamura, Makoto.
This paper explores optimal environmental tax policy under which duopoly firms strategically choose the location of their plants in a simple three-stage game. We examine how the relationship between the optimal emission tax and the choice of location of duopoly firms affects the welfare of the home country. We characterize the relationship between the optimal emission tax and the fixed cost, depending on the degree of environmental damage from production. Finally, we show the existence of asymmetric equilibrium in which either firm chooses relocation of its plant even if the duopoly firms are identical ex ante.
