REDD+ for the poor or the poor for REDD+? About the limitations of environmental policies in the Amazon and the potential of achieving environmental goals through pro-poor policies Ecology and Society
Pokorny, Benno; University of Freiburg; benno.pokorny@waldbau.uni-freiburg.de.
Once again, the international community focuses on the preservation of Amazonian forests, in particular through a bundle of initiatives grouped under the term of REDD+. Initially focusing on reducing carbon emissions, the REDD+ process became increasingly linked with developmental goals that represent the primary interest of all Amazon countries. In consequence, REDD+ can be seen as another attempt to achieve the twin goals of environmental protection and rural development, and consequently, relies on the strategies and tools of past efforts. Against this background, we explore past experiences with key strategies for environmental protection and poverty alleviation in the Amazon to critically reflect about the potential of REDD+ to contribute to...

UMA ANÁLISE DAS LIBERAÇÕES DO PRONAF NAS REGIÕES NORDESTE E SUL DO BRASIL – A MANUTENÇÃO DA LÓGICA CONCENTRADORA? AgEcon
Correa, Vanessa Petrelli; Silva, Fernanda Faria; Neder, Henrique Dantas.

Prospective Structural Analysis: An application to Rural Development Strategies AgEcon
Albala, Ambrosio M.; Lozano, Martin J.M.; Perez Hernandez, Pedro Pablo.
The Council Regulation (EC) 1698/2005 approved on 20th September 2005 was the starting point of the fourth programme of Rural Development Aid for the period 2007- 2013. This communitarian programme affects Andalusia, an European region situated in the south of Spain. The authors of this paper have helped in the elaboration of the rural strategy for this region. We would like especially to point out the use of the Prospective Structural Analysis (PSA) methodology as a competent method to analyse the complexity of elements, variables and present interactions in rural zones as well as to understand variables in the present and future situation. Results obtained with the application of the PSA method to a region show the strength of this methodology in order...

Standards Driven Rural Development: A General Equilibrium Model with Market Imperfections AgEcon
Xiang, Tao; Huang, Jikun; Kancs, d'Artis; Swinnen, Johan F.M..
We develop a general equilibrium households model to analyze the effects of high standards food chains taking seriously into account market imperfections. To measure structural production changes and welfare effects on rural and urban households, our model has two types of agents, five kinds of products and four types of factors. We calibrate the model using dataset from China and do simulations through three ways: increasing world price of high standards food, increasing urban households’ preference for high standards food, and relaxing credit constraints on high standards food production. The simulation results show that how poor households are affected depends on the nature of the shocks leading to the expansion of high standards sector and the market...

POTENTIAL OF AGRICULTURAL DEVELOPMENT TO INCREASE RURAL EMPLOYMENT AgEcon
Pemberton, Carlisle A.; Mgonja, Mary A..
The paper examined whether increasing agricultural output would lead to an expansion of employment in rural areas in the Caribbean and Sub-Saharan Africa (SSA). The paper found that the agricultural development problems in the Caribbean and SSA are very similar, especially, declining export demand for products, adverse trade policies and the actions of nature, causing damage to agricultural production. The simulations performed showed that in both regions, even a 4% annual increase in agricultural output has the potential for annually increasing agricultural employment by over 6%, even with an annual technical progress of 1.5% in the case of SSA and 2% in the case of the Caribbean. Expanding rural employment through expansion of agricultural output is...

An empirical analysis of the determinants of the Rural Development policy spending for Human Capital AgEcon
Camaioni, Beatrice; Materia, Valentina Cristiana.
The aim of the paper is twofold: to present a preliminary analysis of the distribution of the Rural Development (RD) expenditure for specific measures related to human capital across EU and to investigate which factors may explain the variation of intensity of spending between the regions. In particular, a descriptive analysis of the budget and of the expenditure for EU 27 will be presented. A linear regression model (OLS) is also presented in order to verify which factors weigh more in determining the spending decisions for the European regions. The analysis is carried out taking into account the EAFRD expenditures for the measures related to human capital for the period 2007-2008 at NUTS2 level.

CONSTRUÇÃO DE UM ÍNDICE DE DESENVOLVIMENTO RURAL – RESULTADOS PARA AS REGIÕES NORDESTE E SUL DO BRASIL AgEcon
Correa, Vanessa Petrelli; Silva, Fernanda Faria; Neder, Henrique Dantas.

Rural networks in the funding period 2007-2013: A critical review of the EU policy instrument. AgEcon
Marquardt, Doris.
Rural Networks have been implemented as an instrument to enhance EU rural development policies in the funding period 2007-2013. Gaps in European programme documents concerning the networks’ purpose and their evaluation led to a survey of the National Network Units being conducted in 2010. Besides investigating how these gaps are bridged nationally, the survey aimed to provide an overview of the development of the networks, of the initial experiences and challenges faced in running the networks, and to assess their potential impact. Empirical findings show that the networks probably support rural development (policies) and create added value. However, ways of demonstrating this impact in quantitative terms are lacking. Member states tend to stick closely to...

THE ROLE OF THE EUROPEAN RESEARCH NETWORKS IN RURAL DEVELOPMENT AgEcon
Voicilas, Dan Marius; Cvijanovic, Gorica; Mijajlovic, Nada.
The present paper intends to present “a short history” of a young research network established a few years ago. The network has already a European cover and impact. Its activity was very intense and the results over expectations. Moreover, the cohesion among members makes possible the development of the activity for the future. By this article we want to give an example of a “good practice” in this field. Could be an example for other networks, institutes, research centres and researcher of how an idea can become reality.

Village Inequality in Western China AgEcon
Xing, Li; Fan, Shenggen; Luo, Xiaopeng; Zhang, Xiaobo.
Increased regional inequality has been a major concern in many emerging economies like China, India, Vietnam and Thailand. However, even a large inequality is observed within the lagging regions. The objective of this paper is to look into what are the sources of within region inequality using the community surveys and a census type of households in Western China. This snapshot view of inequality within and between rural villages in western China is based on a census-type household survey in three administrative villages and a sampling survey of 286 natural villages in the poor province of Guizhou in 2004. In contrast to coastal regions, nonfarm income is distributed unevenly in this inland western region. This acco unts for the largest share of overall...

THE GENERATIONAL TURNOVER IN AGRICULTURE: THE AGEING DYNAMICS AND THE EU SUPPORT POLICIES TO YOUNG FARMERS AgEcon
Carbone, Anna; Subioli, Giovanna.
The scarce presence of young farmers is commonly considered one of the main weak points in the competitiveness of European agriculture. Firstly, the lack of young farmers puts under risk the survival of the sector itself, given that the main effect of an inadequate rate of generational turnover is that the exit of farms from the sector for ageing is not balanced by the entry of new farms run by young farmers. Secondly, the competitiveness of the sector suffer from the lower investment and innovation propensity of elder farmers. For these reasons, and also to slow down the pace of depopulation in most remote rural areas, the EU has always support the entry of young entrepreneurs in the primary sector. With the more recent CAP reforms, the main effort in...

Subjective Wealth, Policy Change, and Political Opinions: Evidence from the Cotton Reform in Burkina Faso AgEcon
Kaminski, Jonathan.
This paper provides new evidence on the pattern of individual subjective welfare after a natural experiment in policy-led rural development, and aims to identify the causal relationships between subjective welfare and political opinions on the effects of the policy change. I adopt a structural approach by introducing a reference-based utility function that contains a signal of individual participation in the policy change, which is conveyed by political opinions. Using data collected in cotton areas of Burkina Faso, several simultaneous estimations are performed to analyze seemingly covariant political opinions on the recent cotton reform and changes in subjective wealth, while addressing measurement issues related to subjective indicators as well as...

PARTIAL PRODUCTIVITY OF AGRICULTURE IN THE WESTERN BALKAN COUNTRIES – IMPLICATION FOR COMPETITIVENESS OF THE RURAL ECONOMY AgEcon
Zekic, Stanislav; Gajic, Milivoj; Lovre, Koviljko.
The process of transition and, within it, the agricultural transformation in the Western Balkan countries resulted, in the first phase, in the weakening of the developmental performances in agriculture. Such tendencies widened the gap between the countries of the Western Balkans and the EU countries, which continued their steady increase in agricultural productivity. Unfavorable tendencies in agricultural productivity adversely affected its competitiveness, and, consequently, the competitiveness of the rural economy as a whole. The effect of the low agricultural competitiveness on the competitiveness of the rural economy is determined by the importance of agriculture in the rural economy, which is substantial in the West Balkan countries.

Traceability and the new CAP AgEcon
Maraveyas, Napoleon N.; Doukas, Yannis El..
The Common Agricultural Policy (CAP) was strongly criticized for the food safety crises of the 1990s which included Bovine Spongiform Encephalopathy (BSE), dioxin, foot and mouth disease and swine fever to name a few. Even though the first rules on food safety date from the very early days of the EU, a need was recognized to replace a number of these rules accumulated through the years, whose implementation was difficult to monitor, with a simpler and more comprehensive approach. The result was the General Food Law (REGULATION (EC) No 178/2002). A core concept introduced was traceability, namely “the ability to trace and follow food, feed, and ingredients through all stages of production, processing and distribution”. Furthermore after the General...

A Theory of Standards-Driven Rural Development AgEcon
Swinnen, Johan F.M.; Rozelle, Scott; Xiang, Tao; Vandemoortele, Thijs.
Consumers have increasing demands for product standards. This has important implications for development. This paper develops a formal theory of the process of the introduction of high product standards in developing countries. The model endogenizes the introduction of high standards. Initial differences in income, the nature of capital constraints and transaction costs, the initial production structure and policies and institutions are shown to affect the likelihood of and the size of the high standards economy. Initial differences in some of these same factors—as well as inter-country differences in the distribution of the sizes of farmers—are also shown to determine which producers are included, and which not.
