The use of figures in the evaluation or rural development policies: a quest for knowledge Counting, to tell and understand AgEcon
Le Roy, Anne; Millot, Guillaume.
Using figures seems to create rigour, objectivity, knowledge and it facilitates comparisons. Consequently, an evalution without figures is hardly conceivable. Nonetheless, objectivity and precision can be just an impression given the fact that figures are constructions built on a modeled description of reality. The simplification of reality operated through a figure can hide subtle elements regarding the way public policies work. If figures can legitimately be used in evaluation, every kinds of figures and evaluations are not equivalent. Therefore, our main research question is what place for figures in evalution? This contribution relates to research about policy evaluation, seen as a mean to produce knowledge useful for the understanding of policies and...

Retiree-Attraction Policies for Rural Development AgEcon
Reeder, Richard J..
Many rural communities have benefited from the attraction of retirees in recent years. With the baby boom generation beginning to make retirement decisions, many other rural communities might consider economic development strategies based on attracting and retaining retirees. This report reviews the literature on the impacts (both positive and negative) of retiree attraction in rural areas and indicates which places might benefit most (slow growth or declining population) and least (rapid growth) from retiree attraction. Factors indicating local potential to attract retirees include natural and manmade amenities, proximity to cities and tourism, and past record of attracting retirees. Recent State retiree-attraction initiatives are examined, such as direct...

Freer International Trade and the Consequences for EU rural areas AgEcon
Bureau, Jean-Christophe.
General equilibrium models estimated by various authors and institutions show that, although trade liberalization leads to aggregate welfare gains, there are winners and losers when it comes to the distribution. The aim of this article is to determine to what extent rural regions have won or lost in the trade opening process that has been underway since the 1990s. The economic literature on international trade and regional development suggests the presence of opposing forces, making the global impact of international trade liberalization on rural areas ambiguous. Using a series of empirical studies, in particular the DREAM model (CEPII), the author assesses the impact of trade opening on the European Regions, observing a significant proportion of losers...

Evidence of CAP Support in Italy between First and Second Pillar AgEcon
Cagliero, Roberto; Henke, Roberto.
The main objective of the paper is to trace the composition of the CAP support for Italian farms at the eve of the implementation of the CAP reform. The paper is based on three regional case studies, that represent as many farming specialisation typologies: Veneto, in the North-East, where agriculture is largely integrated in the economic system; Valle d'Aosta, in the North-West, a typical Alpine region; Puglia, in the South, where agriculture is based on Mediterranean products. The three regional cases are compared with the national average as a benchmark with regards to production specialisation, territorial disadvantages, entrepreneurial choices. It is evident that at the national level the composition of support is highly in favour of the support...

Rural development drivers and public policy formulation: the use of prospective structural analysis AgEcon
Delgado-Serrano, Maria del Mar; Amador-Hidalgo, Francisco; Ambrosio Albala, Mateo.
Traditional economic development theories have struggled to identify, in a comprehensive manner, the drivers and constraints that explain singular development paths and lead to spatial inequalities. Assuming that development patterns are territory-specific, the research hypothesis is that public policies should have a better understanding of territorial dynamics in order to propose strategies efficient to trigger changes. This paper applies the use of Prospective Structural Analysis (PSA), a foresight analysis technique, to explore the territorial dynamics. The results show that, within a territory, the variables play different roles, and suggest that rural policies might have focused on factors that have few influence in fostering changes rather than...
