Using figures seems to create rigour, objectivity, knowledge and it facilitates comparisons. Consequently, an evalution without figures is hardly conceivable. Nonetheless, objectivity and precision can be just an impression given the fact that figures are constructions built on a modeled description of reality. The simplification of reality operated through a figure can hide subtle elements regarding the way public policies work. Many rural communities have benefited from the attraction of retirees in recent years. With the baby boom generation beginning to make retirement decisions, many other rural communities might consider economic development strategies based on attracting and retaining retirees. This report reviews the literature on the impacts (both positive and negative) of retiree attraction in rural areas and indicates which places might benefit most (slow growth or declining population) and least (rapid growth) from retiree attraction. General equilibrium models estimated by various authors and institutions show that, although trade liberalization leads to aggregate welfare gains, there are winners and losers when it comes to the distribution. The aim of this article is to determine to what extent rural regions have won or lost in the trade opening process that has been underway since the 1990s. The main objective of the paper is to trace the composition of the CAP support for Italian farms at the eve of the implementation of the CAP reform. The paper is based on three regional case studies, that represent as many farming specialisation typologies: Veneto, in the North-East, where agriculture is largely integrated in the economic system; Valle d'Aosta, in the North-West, a typical Alpine region; Puglia, in the South, where agriculture is based on Mediterranean products. Traditional economic development theories have struggled to identify, in a comprehensive manner, the drivers and constraints that explain singular development paths and lead to spatial inequalities. Assuming that development patterns are territory-specific, the research hypothesis is that public policies should have a better understanding of territorial dynamics in order to propose strategies efficient to trigger changes. This paper applies the use of Prospective Structural Analysis (PSA), a foresight analysis technique, to explore the territorial dynamics.
