A modified version of a system dynamics model constructed for an EU-wide case-study project (TOP-MARD) using STELLA software was used to simulate the effects of a number of development scenarios for a remote rural area in Northern Scotland, i.e. Caithness & Sutherland, which is characterised by a high regional importance of agriculture for the local economy. In this paper, the context of the modelling work in policy and socio-economic terms is first described. This is followed by the specification of the model and of the several modelling scenarios, which relate to the reconfiguration of Pillar 2 spending within the area and an reversal of recent Structural Funds spending for 2007 onwards. Agriculture’s contribution to rural viability: An approach to estimate regional economic impacts of agricultural policy in Swiss case study regions AgEcon

This paper develops a thorough yet easily implementable approach to measuring agriculture’s contribution to rural viability. The approach is based on input-output modelling. It adopts a number of concepts from input-output modelling such as determining the explicit geographical origin of input requirements and the geographical destination of farm household expenditures without formerly developing an input-output table. The approach is applied to four case studies in the Swiss mountain regions and tested for three scenarios. Our results clarify the role that agriculture still plays in the context of rural viability. Ennek a folyamatnak a megállításához új irányok meghatározása aszükséges. A cikk az új fejlesztési irányok meghatározására tesz kísérletet. --------------------------------------------- Hungary can be sxuccesssfull only if the rural areas are viable. In the alst decades the rural areas have lost a grat part of their population. To stop this process new rural development strategy is needed. The paper focus on new potential development directions.

Multifunctional Agriculture: The Effect of Non-Public Goods on Socially Optimal Policies AgEcon

We develop a general framework for multifunctional agriculture, which includes not only public goods but also rural viability as a non-public good item. We contribute to the literature in two ways. First, we demonstrate how the broader definition of multifunctional agriculture differs from the agri-environmental multifunctionality, and how agri-environmental policy should be reformed to include these aspects. We show that rural viability entails adjusting fertilizer tax and buffer strip subsidy below their first-best Pigouvian levels to reflect the direct and indirect employment effects of agricultural production. Multifunctionality: Environment versus Rural Viability in Social Optima AgEcon

We examine policy implications of including rural viability to the notion of multifunctional agriculture. We assume that rural viability refers predominantly to the number of people living in rural areas to keep the infrastructure and living conditions at good state for a good life. The economic core of viability is employment in agriculture and agriculture serving sectors. Viability benefits are modelled with the help of a viability valuation function.
