Meat trade flows among countries and world regions are determined largely by differences among countries in their resource base, their preferences for meat types and cuts, the extent and character of barriers to trade, and the industry structure. Future growth of meat trade depends on further liberalization of protectionist barriers, eradication of animal diseases, economic development, and population growth. Trade growth is likely to feature greater complexity in trade patterns, with more countries engaging in trade, and with an increased tendency for individual countries to import and export meat cuts and offal from the same animal species. |

A competitive partial-equilibrium spatial model with heterogeneous goods is constructed to evaluate effects of the removal of tariffs, tariff-rate quotas, and sanitary regulations on world poultry trade. The model distinguishes between "highvalue" (mostly white meat) and "low-value" (mostly dark meat) poultry products and simulates the trade flows among eight exporting and importing countries and regions. Removing all barriers simultaneously has a larger impact on trade than removing only tariffs and tariff-rate quotas. Imposition of sanitary barriers against U.S. products by Russia shifts trade flows, but does not have large net impacts on U.S. producers. |

É notória a crescente importância das medidas técnicas, sanitárias e fitossanitárias às exportações brasileiras de produtos agrícolas, tais como: certificação de origem, avaliação de conformidade, normas e procedimentos técnicos, etc. Essas medidas têm sido formalizadas em notificações aos acordos TBT e SPS da OMC, vigentes desde 1995. Cabe ressaltar, no entanto, que essas medidas podem servir como barreiras protecionistas quando passam a limitar as quantidades importadas e/ou aumentam os preços dos produtos comercializados.
