Approaches to the efficiency measurement of small business development AgEcon

Small entrepreneurship state in Russia is still under its potential and demands for effective strategic management of regional authorities. Business performance indicators currently being used in regional management are old fashioned and they not effective in evaluation of performance of small enterprises. The authors calls for introducing a balanced system of quantitative indicators which, they believe, are more useful in measuring processes and results of small entrepreneurship.

The goal of this research is to identify the assets and constraints that exist specific to small business manufacturers in Vermont. To satisfy this goal, the study examines factors that influence location decisions as well as identifying what obstacles business owners have experienced. The idea for this project originated in response to the troubled economic condition of several Vermont communities, where unemployment rates are unusually high and income unusually low. Understanding what obstacles business faces might enable future ideas on how to solve these problems. This paper reviews peculiarities of interaction between enterprises of different sizes at a regional level in Russia on the basis of subcontracting. It defines basic conditions and organizational forms of such interaction related with circumstances of regional economic development. Entrepreneurship plays important role in provision the innovative mode to national economy development. Particularly, small and medium companies demonstrates significant innovation potential. The task of innovation transformation in national economy should be implemented through using entrepreneurship, based both on state and private property, as factor driving innovations.
