Social Protection in Rural Areas of Developing Countries: Investigating the Impact of Community Based Health Insurance in Rural Senegal AgEcon

Community based health insurance schemes are becoming increasingly recognized as an instrument which help farmers in rural areas of low income countries to better manage health. Health risks present a permanent threat to the income earning capacity of poor people. Beside direct economic cost for treatment and lost working time, indirect cost such as a reduction in labor supply materialize which increases the vulnerability of the household. It is often hypothezised that community based health insurance improve social protection, but quantitative analysis is largely missing. Social protection involves policies and programs that protect people against risk and vulnerability, mitigate the impacts of shocks, and support people who suffer from chronic incapacities to secure basic livelihoods. It can also build assets, reducing both short-term and intergenerational transmission of poverty. It includes social insurance (such as health, life, and asset insurance, which may involve contributions from employers and/or beneficiaries); social assistance (mainly cash, food, vouchers, or subsidies); and services (such as maternal and child health and nutrition programs). Mainstreaming Safety Nets in the Social Protection Policy Agenda: A New Vision or the Same Old Perspective? AgEcon

Social protection aims to provide a national platform for smoothly transitioning from a chaotic collection of shock responses to an institutionalized system for risk and non-risk management. For the poorest, the transition aims to move away from ad hoc, unpredictable relief to national safety nets that deliver timely, multi-year, guaranteed and predictable transfers. Social protection has to face particular challenges in chronically poor, shock-prone countries where the distinction between the chronic and transitory poor is often blurred. Other conceptual and programmatic issues also need further investigation. For filling these gaps, a research agenda articulated in ten thematic areas is proposed.

Halving Hunger: Meeting the First Millennium Development Goal through "Business as Unusual" AgEcon

In 2000, the world’s leaders set a target of halving the percentage of hungry people between 1990 and 2015. This rather modest target constitutes part of the first Millennium Development Goal, which also calls for halving the proportion of people living in poverty and achieving full employment. However, the effort to meet the hunger target has swerved off track, and the world is getting farther and farther away from realizing this objective. The goal of halving hunger by 2015 can still be achieved, but business as usual will not be enough. What is needed is “business as unusual”—a smarter, more innovative, better focused, and cost-effective approach to reducing hunger.

Access to public and private health insurance in rural areas of low income countries is severely constrained by high unit cost of transaction per contract due to information asymmetries between insurance sellers and buyers. This leads to a situation in which the majority of the poor have to rely on out-of-pocket expenditures when they are ill, resulting in a high vulnerability for health shocks which negatively affect the overall risk management of the household, investment and resource allocation decisions.
