Leveraging regional growth dynamics in African agriculture AgEcon

This study focuses on public investments and policy reforms for leveraging growth spillovers at the Africa regional level. It reviews first the theory and evidence of knowledge and growth spillovers generally and second the evidence in the African context. Given the limited and scattered evidence of actual past spillovers, it reviews recent ex ante simulations using partial and general equilibrium models to stress the potential for spillovers from greater cooperation in agricultural research, and from trade liberalization, policy harmonization and investments in infrastructure. Beyond semi-dwarf wheat yield increases: impacts on the Australian wheat industry of on-going spillovers from the International Maize and Wheat Improvement Center AgEcon

Wheat genetic materials developed from research at the International Maize and Wheat Improvement Center (CIMMYT) in Mexico for developing countries have provided spillover benefits to Australia. Varieties developed from those genetic materials have resulted in yield increases in Australia. While the initial impact came through the introduction of higher-yielding semi-dwarf wheat crops, those impacts have continued in the post-semidwarf period. CIMMYT’s success in developing countries has also reduced the world price for wheat. The Optimal Climate Policy Portfolio when Knowledge Spills Across Sectors AgEcon

This paper studies the implications for climate policy of the interactions between environmental and knowledge externalities. Using a numerical analysis performed with the hybrid integrated assessment model WITCH, extended to include mutual spillovers between the energy and the non-energy sector, we show that the combination between environmental and knowledge externalities provides a strong rationale for implementing a portfolio of policies for both emissions reduction and the internalisation of knowledge externalities. Moreover, we show that implementing technology policy as a substitute for stabilisation policy is likely to increase global emissions.

The Effect of Spillovers and Congestion on the Segregative Properties of Endogenous Jurisdiction Structure Formation AgEcon

This paper analyzes the effect of spillovers and congestion of local public goods on the segregative properties of endogenous formation of jurisdiction. Households living in the same place form a jurisdiction and produce a local public good, that creates positive spillovers in other jurisdictions and suffers from congestion. In every jurisdiction, the production of the local public good is financed through a local tax on household's wealth. Local wealth tax rates are democratically determined in all jurisdictions. Grain prices have risen sharply since 2005 and 2006 affecting livestock markets by increasing feed prices and leading to significant volatility shocks. The high price levels and magnitude of sustained high volatilities has raised concerns for many sectors of the economy, in particular those with direct relation to these markets. The Geography and Channels of Diffusion at the World's Technology Frontier AgEcon

Convergence in per capita income turns on whether technological knowledge spillovers are global or local. Global spillovers favor convergence, while a geographically limited scope of knowledge diffusion can lead to regional clusters of countries with persistently different levels of income per capita. This paper estimates the importance of geographic distance for technology diffusion, how this changed over time, and whether international trade, foreign direct investment, and communication flows serve as important channels of diffusion. PRIVATE R&D INVESTMENTS IN AGRICULTURE: THE ROLE OF INCENTIVES AND INSTITUTIONS AgEcon

This paper presents econometric evidence of the effects of economic incentives and institutions on national aggregate private agricultural R&D investments. A model is proposed and fitted to annual data for seven European Union countries, 1984-1995. We find strong impacts of both incentives and institutions on private agricultural R&D investment, and including institutional factors strengthens the story and in some cases changes greatly the results. In particular, we reject the hypothesis that quality of property rights does not matter. We find that stronger contract enforcement, more efficient public bureaucracies, and stronger patent rights lead to larger aggregate private agricultural R&D investment, other things equal. Since the seminal contribution of Jackson & Wolinsky 1996 [A Strategic Model of Social and Economic Networks, JET 71, 44-74] it has been widely acknowledged that the formation of social networks exhibits a general conflict between individual strategic behavior and collective outcome. What has not been studied systematically are the sources of inefficiency. We approach this omission by analyzing the role of positive and negative externalities of link formation. This yields general results that relate situations of positive externalities with stable networks that cannot be “too dense” in a well-defined sense, while situations with negative externalities tend to induce “too dense” networks.

Economic Benefits and Drawbacks of Cities and their Growth Implications AgEcon

Recent trends in the growth of cities particularly in developing countries (and especially in India and China) are identified. Beneficial and negative sharing mechanisms influencing the growth of cities are examined. Economic benefits of agglomeration arise not so much from the type of economic goods available in a city location (such as common property or local public goods) but from the enhanced operation of processes of economic exchange. Two theoretical implications of the growth of cities are considered, namely: (1) city growth results in growing inequality of income and wealth within the city and (2) a city will expand beyond its optimal size. Emissions Pricing, Spillovers, and Public Investment in Environmentally Friendly Technologies AgEcon

In a second-best world of below-optimal pollution pricing, the public return to R&D may be greater than under Pigouvian pricing, due to excess benefits of increasing abatement, or it may be lower, since private actors lack the incentives to take full advantage of the new, cleaner technologies. This paper uses a simple model to demonstrate the interaction between environmental policies, R&D externalities, and the social return to innovation. The results indicate that strong public support for innovation is only justified if at least a moderate emissions policy is in place and spillover effects are significant.
