Modelling Agricultural Commodity Markets under Imperfect Competition AgEcon
Soregaroli, Claudio; Sckokai, Paolo.
In this paper, we develop a model that explains the exporters’ behaviour in international commodity markets considering explicitly the case of an imperfectly competitive structure of these markets. More specifically, drawing from the imperfect competition and trade literature, we derive price transmission equations between producer and consumer prices and between producer and export prices that can be included in large commodity models in order to verify how results of these models change assuming the imperfect competition hypothesis. The results obtained carrying out a simple simulation exercise, with two competing exporting countries and one importing region, show the relevance of assuming imperfect competition in commodity markets.

The Trade and Welfare Effects of State Trading in China AgEcon
McCorriston, Steve; MacLaren, Donald.
State trading is a common feature in the management of imports and exports of agricultural products and it has been a long-standing feature of China’s agricultural trade regime. While the use of state trading was modified by China’s accession to the WTO, it remains a dominant feature for some commodities, even although there have been recent attempts to diminish its importance. In this paper, we review the role that the state trading enterprise (STE), COFCO, continues to play in the importing and exporting of some agricultural commodities. We then review the economic theory that has been developed to measure the tariff equivalent of importing state trading enterprises. Finally, we apply that theory through a calibration exercise to measure the tariff...

TRANSPARENCY AND BIDDING COMPETITION IN INTERNATIONAL WHEAT TRADE AgEcon
Wilson, William W.; Dahl, Bruce L.; Johnson, D. Demcey.
One of the major trade policy problems identified by U.S. interests, including grower groups, traders, and policymakers, is that of pricing transparency. This has been a gnawing issue generally related to the pricing practices of competitor exporting countries with state trading enterprises (STEs). The transparency problem generally refers to the inability to observe rivals' terms of trade (including price, quality, credit, etc.) and is normally associated with commercial exporters competing against STE rivals. The perception being the less transparent competitors (STEs) would have a strategic advantage. A game theory model of bidding competition was developed to simulate the effects of information asymmetry amongst rivals. A Bayes-Nash equilibrium...

European Union Grain Export Practices: Do They Constitute a State Trading Enterprise? AgEcon
Rude, James; Annand, Mel.
One of the disciplines for State Trading Enterprises (STEs), with respect to the WTO, is the requirement to notify the WTO of all endeavors that fit the definition of an STE. This study argues that the European Union’'s system of grain interventions and export refunds fits the WTO'’s definition of an STE. First, a system of agencies that work together for a common purpose can be considered to be an enterprise. Second, the constituents of Europe’'s grain intervention enterprise receive exclusive and special rights to export grain. Third, the grain intervention system has decisive voice over the timing, quantity and destination of exports. For these reasons the system should be notified to the WTO as an STE.
