Most debates on government fisheries management, focusing on dramatic fishery collapses, have skirted the ethical dimension implicit in the exploitation, for private gain, of fishery resources that are publicly owned. The privilege to fish, a conditional right often nefariously perceived as a legislated “right,” implies ethical responsibilities linked to marine stewardship. To date, however, granting this privilege to fish has not been legally tethered to the fiduciary responsibilities of businesses to their clients or governments to their citizens: sustainable management of fisheries and conservation of living marine resources. Marginal and unstable environmental conditions force stockbreeders in drylands to develop adaptive strategies to ensure stability of production. In intensive market-oriented pastoral systems, the partial substitution of rangeland forage production by external feed increases the influence of commodity prices in stockbreeders’ decisions, which become increasingly decoupled from environmental constraints. Small-scale fisheries, which are often associated with low levels of income and poor infrastructure, receive substantial funding from governmental institutions worldwide. Very few empirical studies have explored the outcomes of these investments for people and ecosystems. This paper presents the findings of a study aimed at assessing the social and ecological outcomes of government subsidies for small-scale fisheries through an analysis of 32 fishing villages, referred to as caletas, in Chile over a 12-year period. In the past two decades, the French Guyana shrimp fishery has known dramatic evolutions, largely driven by global changes. On the economic side, two major driving factors are the globalization of the shrimp market, with a decreasing trend in real prices, an d the long-term increase in fuel prices worldwide. On the environmental side, recruitment of the two main species of shrimp targeted in the fishery seems to have decreased over the last decade. This decrease is probably related to hydroclimatic modifications linked to global change. Public-aided crises in the French fishing sector ArchiMer

According to the media the French fishing industry has been in permanent state of crisis for the last 40 years. This paper recounts the events surrounding three major episodes of crises (late 1970s, mid-1990s, and early 2000s), and the measures taken by governments to resolve them. Invariably, these involved the distribution of sizeable amounts of public aids, in different forms, to the fishing sector. We, members of the Association Francaise d'Halieumetrie, share the conviction that European fisheries have a future. It is time to get off the wrong track. Radical change is required to embark on the path of sustainable development and truly implement the ecosystem approach to fisheries. Today, high fishing pressure is deployed to catch a rare resource, which in return is responsible for the rarity. We must reverse the situation: an abundant resource that affords high catches applying moderate fishing pressure. All management tools and especially all actors must be mobilized. To attain fundamental reform of the post-2013 Common Agricultural Policy (CAP), a serious debate is needed in 2009/10 that prepares the decisions to be taken in 2011/12. The paper contributes to this debate, first, by arguing that the Single Farm Payment should not become the mainstay of the future CAP but be gradually phased out. Second, it proposes that the existing two-pillar structure of the CAP should be replaced by a public goods pillar (containing all efficient policies to be preserved) and a discretionary pillar (encompassing all inefficient policies to be removed over time). Impact of China’s Agriculture Policies on Domestic and World Commodity Markets AgEcon

China’s agricultural and trade policies have been shifting despite little change in policy objectives. This paper investigates potential implications of recent agriculture policies applied in China, and quantitatively analyzes their impacts on domestic and international commodity markets. Results from a 42 country partial equilibrium dynamic agricultural simulation model indicate that the effects on international markets are likely to be small with world price impacts of less than one percent. State Trading Enterprises: A Canadian Perspective AgEcon

This paper provides a Canadian perspective on the debate about state trading enterprises in the World Trade Organization. STEs carry out important economic functions as part of national policies. STEs can do this without distorting competitive equilibrium in trade. From an economic and legal standpoint, STEs can properly function within the WTO system. The paper comments on why WTO rules on STEs may be practically meaningless, given the lack of application of the STE rules in WTO dispute resolution. The suggestion is made that the direction of legal inquiry into STEs should focus on the question of trade influence, rather than on the political question of government control of STEs. Converting to organic farming in France: Is there a selection problem? AgEcon

Using a sample of French crop farms during the 1999-2006 period, we test whether less technically efficient farmers are more likely to engage in organic farming in order to benefit from conversion subsidies. Despite some limitations in our data, we find no evidence of such selection effect. On the contrary, our estimation results indicate that more technically efficient farmers are more likely to convert to organic farming. This finding is found to be robust to the method of calculation of efficiency scores, either parametric or non-parametric. This study also confirms that farm’s characteristics (education, farm size and legal status) and farmers’ practices under conventional farming do impact the probability of conversion to OF.

Dairy farmers have been able to use sexed semen from dairy breeds to pre-determine the sex of calves since 2000, sexed semen from beef bulls is not currently commercially available, but is expected within 2 years. A survey of a stratified random sample of suckler cow farmers is used to identify the potential uptake of sexed semen when it becomes available using a logistic limited dependent variable model to identify different characteristics between farmers who intend to use sexed semen and those who do not.
