Over the years, critics have argued that futures market prices have been either too low or too high. Speculators have often been the target for the wrath of those feeling the futures price does not properly reflect market fundamentals. Recently, the criticism has been vented toward a new type of speculator that has been blamed for the dramatic changes in agricultural commodity prices experienced over the last several years. Commodity index traders (CITs) and other large institutional traders are commonly accused of exerting a destabilizing influence on commodity prices. The intensity of the debate over the role of CITs appeared to wane with the reduction in commodity prices since 2008 but the recent release of a well-publicized OECD report on the issue by... |

The 1990 Clean Air Act Amendments initiated a dramatic reduction in emissions of sulfur dioxide and nitrogen oxides by electric power plants. This paper provides an evaluation of the environmental and public health consequences of the trading and banking provisions of Title IV. A sizable shift in the geographic location of emissions under Title IV (in some states of over 20 percent of emissions after Title IV is implemented) is attributable to trading and/or to banking. There has been considerable concern that this shift in emissions would cause harm to downwind areas due to long-range transport of pollution. We find the resulting change in atmospheric concentrations and deposition of pollutants, and the change in monetized health benefits, are most... |

Bundled ecosystem markets may be the next big buzz in environmental policy and ecosystem conservation and restoration. But what does it mean? And what is the feasibility of these markets? While single service ecosystem markets are proliferating, bundled ecosystem markets are not. Using some ‘enabling’ and ‘operating’ conditions identified for various single ecosystem markets, I will see how these conditions hold as you move to bundled ecosystem markets. I also outline some of the hurdles that confront the development of bundled ecosystem markets and what may need to be reconciled to move these markets forward. This article is aimed at stimulating greater thinking and promoting more exploration by the policy and research community into the development of... |
