Increasingly, coordination mechanisms are being created at the United Nations (UN) level to enhance system-wide synergies; however, there is relatively little scientific research on these bodies. Against this background, we compare the mandates, structures, and outputs of three UN coordination mechanisms, the UN Environment Management Group, UN-Energy, and UN-Water, to understand what features enhance their ability to coordinate. We conclude that there are three key design elements that possibly enhance the ability of such mechanisms to coordinate. The health of the ocean, central to human well-being, has now reached a critical point. Most fish stocks are overexploited, climate change and increased dissolved carbon dioxide are changing ocean chemistry and disrupting species throughout food webs, and the fundamental capacity of the ocean to regulate the climate has been altered. However, key technical, organizational, and conceptual scientific barriers have prevented the identification of policy levers for sustainability and transformative action. It is generally conceded that world marine fisheries are facing difficult times. Quantitatively world fish catch has levelled off, and qualitatively the portion of total fish catch representing high-quality, high-priced, and high-demand fish stocks is declining.
