| In this assay it is presented a revision of the concepts of sustainable development, social exclusion and public politics. The objective of this is to develop a joint between them in way to consider an outlet for the social-environment problem that local governments have lived in virtue of the growth of the unemployment level generated for the productive reorganization and reorientation of market lived in last years and of also the increasing increase of solid waste that are generated daily in virtue of the ideology of the consumption promoted for the economy of market.
