SOME ECONOMIC ASPECTS OF THE HUNGARIAN BIOFUEL PROGRAMS AgEcon
Lakner, Zoltan; Szabo-Burcsi, Dora; Mago, Laszlo.
The use of renewable materials in energy production is gaining in importance all over the world. The production of bioethanol and biodiesel is an important element of the agricultural strategy of numerous countries, even though the economic and environmental impact of these projects is subject to significant debates. Our paper analyses the welfare effects of the Hungarian bioethanol programme, as well as the economic feasibility of the projects. It can be demonstrated that the Hungarian bioethanol programme will cause a rather marginal increase in agricultural prices. The cost of bioethanol production is estimated between 470 and 630 €/m3, influenced by numerous factors. This estimate is in line with the average European values. The possibilities for...

Promoting sustainable food consumption: the case of nutrition education programs in public schools AgEcon
Gorgitano, Maria Teresa; Sodano, Valeria.
Within the realm of public policies for a sustainable food system, the focus has gradually shifted from production oriented towards consumption oriented interventions. Whilst changing consumer behavior can have a long-lasting positive environmental impact, choosing effective sustainable consumption policy instruments may be a challenging task. In the case of food consumption, the choice of interventions is particularly difficult because of the multiple aspects- psychological, cultural, economic, religious- associated with eating habits. The paper deals with one of the most commonly used forms of intervention, nutrition education programs in public schools. The main conclusion of the paper is that a major effort should be made by the Ministry of Education,...

Measuring producer welfare under output price uncertainty and risk non-neutrality AgEcon
Bullock, David S.; Garcia, Philip; Shin, Kie-Yup.
Procedures to measure the producer welfare effects of changes in an output price distribution under uncertainty are reviewed. Theory and numerical integration methods are combined to show how for any form of Marshallian risk-responsive supply, compensating variation of a change in higher moments of an output price distribution can be derived numerically. The numerical procedure enables measurement of producer welfare effects in the many circumstances in which risk and uncertainty are important elements. The practical ease and potential usefulness of the procedure is illustrated by measuring the producer welfare effects of USA rice policy.

Is Posner's Principle of Justice an Adequate Basis for Environmental Law? AgEcon
Tisdell, Clement A..
Posner adopted the economic principle of wealth maximization as a guiding principle for the dispensation of justice. This resulted in his endorsing the Kaldor-Hicks principle (also known as the potential Paretian improvement principle) as a basis for just laws. This article explores whether this principle is an adequate basis for environmental law. As can be deduced from Fleming, the legal approach adopted by Posner is by no means new because early British tort law was applied in a manner intended to foster economic growth. Nevertheless, the wealth maximization principle is not adequate as a basis for just environmental laws because for one thing it ignores questions involving changes in income distribution. Consequently, Rawls’ principle of justice is...

IDENTIFYING APPROPRIATE GERMPLASM FOR PARTICIPATORY BREEDING: AN EXAMPLE FROM THE CENTRAL VALLEYS OF OAXACA, MEXICO AgEcon
Bellon, Mauricio R.; Smale, Melinda; Aguirre, Alfonso; Taba, Suketoshi; Aragon, Flavio; Diaz, Jaime; Castro, Humberto.
Identifying the appropriate germplasm to be improved is a key component of any participatory breeding effort because of its implications for impacts on social welfare and genetic diversity. This paper describes a method developed to select a subset of 17 populations for a participatory breeding project from a set of 152 maize landraces. The larger set of landraces was collected in order to characterize, for conservation purposes, the maize diversity present in the Central Valleys of Oaxaca, Mexico. The method combines data representing the perspectives of both men and women members of farm households and those of genetic resources specialists, including professional plant breeders, gene bank managers, and social scientists. The different perspectives...

Using Biomedical Technologies to Inform Economic Modeling: Challenges and Opportunities for Improving Analysis of Environmental Policies AgEcon
Roe, Brian E.; Haab, Timothy C..
Advances in biomedical technology have irrevocably jarred open the black box of human decision making, offering social scientists the potential to validate, reject, refine and redefine the individual models of resource allocation that form the foundation of modern economics. In this paper we (1) provide a comprehensive overview of the biomedical methods that may be harnessed by economists and other social scientists to better understand the economic decision making process; (2) review research that utilizes these biomedical methods to illuminate fundamental aspects of the decision making process; and (3) summarize evidence from this literature concerning the basic tenants of neoclassical utility that are often invoked for positive welfare analysis of...

Welfare economics of conventional vs. alternative agriculture AgEcon
Schamel, Guenter.
We develop a agricultural model assuming that conventional production is causing environmental externalities while more benign alternative production methods generate non-market amenity benefits and obtain a price premium in the marketplace. We analyze policies targeting external benefits and costs to capture interaction effects: polluting input taxes reduce the returns and subsidies needed to induce more benign production. Thus, it is only optimal to subsidize if the additional marginal amenity benefit exceeds the marginal external cost reductions due to the input tax. Terms of trade effects imply that large (land abundant) exporters have strategic incentives to overvalue external costs while large (land scarce) importers have strategic incentives to...

Environmental Regulations of Land-use and Public Compensation: Principles with Swiss and Australian Examples AgEcon
Seidl, Irmi; Tisdell, Clement A.; Harrison, Stephen R..
This paper discusses regulation of rural land-use and compensation, both of which appear to have become more common but also more disputed. The implications of contemporary theories in relation to this matter are examined. Coverage includes the applicability of new welfare economics, the relevance of the neoclassical theory of politics, and the implications of contemporary theories of social conflict resolution and communication. Examining case studies of Swiss and Australian regulation of the use of rural properties and the ensuing conflicts, it is found that many decisions reflect a mixture of these elements. Rarely, if ever, are social decisions in this area made solely on the basis of welfare economics, for instance social cost-benefit analysis. Only...

Welfare and Distribution Effects of Water Pricing Policies AgEcon
Ruijs, Arjan.
In this paper, distribution and welfare effects of changes in block price systems are evaluated. A method is discussed to determine, for a Marshallian demand function, equivalent variation in case of a block price system. The method is applied to analyze welfare and distribution effects of changing water prices in the Metropolitan Region of São Paulo. Results show that there is a trade off between average welfare and income distribution. A pro-poor price system may result in lower average welfare than a flat price system, but in higher individual welfare for the poor. Moreover, there is a trade off between revenues for the water company and income distribution. Even though pro-poor price systems may not be as good for average welfare as flat price systems,...

GOVERNING STRUCTURAL CHANGE AND EXTERNALITIES IN AGRICULTURE: TOWARD A NORMATIVE INSTITUTIONAL ECONOMICS OF RURAL DEVELOPMENT AgEcon
Petrick, Martin.
The paper aims at a conceptual contribution to the normative economic analysis of rural de-velopment (RD) policies. RD is regarded as a problem of interaction between individuals; (lacking) structural change or the (missing) integration of externalities are therefore recon-structed as coordination rather than allocation problems. A social dilemma is taken as the paradigmatic core of normative institutional economics: how can potential gains from coop-eration be realised by way of institutional policy? Starting from a critique of the hitherto dominating welfare economics conception, three principles for institutional policy are de-rived: (1) the realisation of gains from cooperation as the normative, regulative idea, (2) in-centive-compatible...

Equity judgments and context dependence: Knowledge, efficiency and incentives AgEcon
Schilizzi, Steven.
Distributional equity concerns are often at least as important as economic efficiency and ecological sustainability in environmental and natural resource management policies. Until recently, however, economists have shied away from tackling equity issues, primarily because equity appeared as a slippery concept, varying across people and circumstances. This study takes this context-dependence of equity judgments as a starting point and shows that such dependence, far from being random, is systematic. A series of controlled laboratory treatments with University students were designed to investigate the role on distributional equity judgments of such context factors as knowledge of one’s position in society, how the existence of equity-efficiency tradeoffs...

Framing Obesity in Economic Theory and Policy AgEcon
Mann, Stefan.
While obesity is a growing problem that entails considerable costs, its causes for individuals are not yet well understood in economic terms. Three explanatory approaches are explored: obesity as a rational decision pursued by the individual, obesity as a problem of too little information and obesity as the result of a weak will. While the recent rise in obesity can be explained rationally by a changed environment, information deficiencies and akrasia contribute to explaining its frequency. If the state intervenes, a fat tax carries much higher allocative losses than taxing overweight directly.
