A microeconomic model of discarding behaviour ArchiMer

This paper proposes a formal analysis of the discarding issue including the sorting labour costs. Empirical evidences from an application to the Nephrops fishery in the Bay of Biscay show that sorting is an important time consuming activity on board and a factor of discarding. However existing literature does not explicitly take into account the sorting activity and mainly focus on quota and catch constraints. The discarding model described in the paper includes sorting as a factor explaining discards. The costs of sorting landings and the time to sort them are included in the approach. This typology was discussed as part of the TECTAC research project, and amended to provide the following conceptual framework. Effects of the Share Remuneration System on Fisheries Management Targets and Rent Distribution ArchiMer

Most fisheries worldwide remunerate their crew with a share system, where crew receive a part of the revenues or a part of the revenues less costs, rather than a fixed wage. Although labor is one of the main costs in fisheries and the share remuneration system has a strong influence on firm behavior and its economic performance, little attention has been paid it. In a share remuneration system, crew salaries can significantly increase when the economic performance of a vessel improves. This allows the crew to capture part of the fisheries rent. Fish, fishers, seals and tourists: Economic consequences of creating a marine reserve in a multi-species, multi-activity context ArchiMer

This paper investigates some economic consequences of creating a marine reserve on both fishing and ecotourism, when the range of controllability of fishing effort is limited and the impact of the reserve on ecosystem is considered. The issue is illustrated by the example of creating a no-take zone in part of a region where fishing is managed through a limited entry license system, and which is inhabited by two interacting stocks: a stock of prey (fish) and a stock of predators (seals). While the former is targeted by commercial fishing, the latter is not subject to harvest but is a potential basis for a commercial non-extractive activity (seal watching). Non-use values (i.e. economic values assigned by individuals to ecosystem goods and services unrelated to current or future uses) provide one of the most compelling incentives for the preservation of ecosystems and biodiversity. Assessing the non-use values of non-users is relatively straightforward using stated preference methods, but the standard approaches for estimating non-use values of users (stated decomposition) have substantial shortcomings which undermine the robustness of their results. Optimal Selectivity and Effort Cost A Simple Bioeconomic Model with an Application to the Bay of Biscay Nephrops Fishery ArchiMer

This article investigates the relationship between optimal gear selectivity and effort cost in the fishing industry We first show that optimal selectivity depends negatively on the level of effort cost, but that this relationship is not continuous. Optimal selectivity switches when real effort cost goes beyond a certain level, and this switch induces a non-marginal reduction in the level of fishing effort. In the second part of this article, we shoot, that the current level of real effort cost in the Nephrops fishery of the Bay of Biscay is far below the switch point, which makes high selectivity optimal. The identikit of Breton fishing in 2004 can be drafted through a few figures: 1,537 vessels in activity, 315,000 kW of nominal engine power, 7,053 sailors on board, 302,000 tonnes of catches (not including algae), about 466 million euros in profit. However, this global data does not take into account an essential characteristic of this activity: its great diversity. This latter can be declined based on different criteria. The most immediate criterion, that of the size of the vessels, is strongly correlated to that of the location of the activity. Remuneration systems used in the fishing sector and their consequences on crew wages and labor rent creation ArchiMer

In most fisheries worldwide, crew are paid through different shared remuneration systems rather than a fixed wage. In shared remuneration systems, wages can significantly increase when the economic performance of vessels improve, and consequently provide incentives to workers. However, in recent years, mainly due to high overexploitation levels that lead to reduced productivity and consequently lower salaries shared remuneration systems have lost their attractiveness. Different remuneration systems applied in fisheries world-wide are described and analyzed comparatively. Results explain how crew wages and rent distribution outcomes vary between the different remuneration systems depending on the state of exploitation of the resource.

A recent Australia-wide survey of decision-makers involved in coastal zone management examined if, how and to what extent economic valuation of coastal and marine ecosystem services is used in, and influences, decision-making in Australia. Fishing activities have a significant role in socio-economic base for a few coastal areas. In this respect, fleets operating mainly in coastal fisheries deserve a special interest due to their narrow links with the home base. However, coastal fleet activities are not very known, restricting the capacity to deliver a diagnosis on their economic viability. This article suggests an assessment of the influence and the economic performance of the coastal fleets in Brittany. Results show similar economic performances for coastal units compared to offshore units.
