The second pillar of the CAP is expected to play a key role for rural development – especially for less favoured areas. Conservation of biodiversity and the cultural landscape and the competitiveness of farmers are important objectives addressed by different measures. The importance of the second pillar has been heavily emphasised for all the different objectives. The aim of the present paper is to analyse the programs of the second pillar for the federal state of Hesse, Germany. To give an overview of the programs the design of the measures is illustrated in detail. The programs are assessed from a theoretical point of view. Common Agricultural Policy Impacts on Farm Revenues AgEcon

The aim of this paper is twofold. Firstly, we investigate the regional distribution of support of EU’s Common Agricultural Policy (CAP). Also, we employ structural data of the regions to calculate average farm revenues and to show how support and revenues have developed over time. We analyse the stabilisation effect generated by these transfers. This is investigated for the market price support, the first pillar payments and one agri-environmental program. Secondly, several parameters affecting level of support, development of support and instability of support are analysed, such as natural conditions for farming and regional economic structure. New contributions to the literature are the use of community data and the inclusion of a second-pillar program....

Regionale Wohlfahrtseffekte der Gemeinsamen Europäischen Agrarpolitik AgEcon

Der vorliegende Beitrag untersucht die regionalen Wohlfahrtseffekte der Gemeinsamen Agrarpolitik (GAP) und erlaubt eine Analyse der verschiedenen Förderpolitiken. Dazu wird die gemeinschaftlich finanzierte Agrarpolitik einer äquivalenten Agrarpolitik bei nationaler Finanzierung gegenübergestellt. Zu diesem Zweck wird ein theoretisches Analysemodell erstellt, um die Transfers bzw. die Finanzierungsbeiträge der Regionen zu untersuchen. Mit Hilfe des Analysemodells wird gezeigt, welche Wohlfahrtseffekte die gemeinschaftliche Finanzierung der verschiedenen Agrarpolitiken haben. Als Agrarpolitiken werden dabei die Zahlungen der ersten Säule, die Zahlungen der zweiten Säule und die Marktpreispolitiken von 2000 bis 2006 untersucht. Als Untersuchungsregion dient...

The Effect of EU's Common Agricultural Policy at the Regional Level: Distribution, Development and Revenue Stabilisation AgEcon

The aim of this paper is threefold. Firstly, we investigate the regional distribution of support of EU’s Common Agricultural Policy (CAP). Secondly, we employ structural data of the regions to calculate average farm revenue and to show how support and income has developed over time. Thirdly, we analyse the stabilisation effect generated by these transfers. This is investigated for the market price support, the first pillar payments and one agrienvironmental program. New contributions to the literature are the use of community data and the inclusion of a second-pillar program. The results show that there is an overall stabilisation effect of the EU’s CAP but this effect is not equal for all regions.
