Access to Credit, Factor Allocation and Farm Productivity: Evidence From the CEE Transition Economies AgEcon

This paper analyses how farm access to credit affects farm input allocation and farm efficiency in the CEE countries. Drawing on a unique farm level panel data with 37,409 observations and employing a matching estimator we are able to control for the key source of endogeneity – unoberserved heterogeneity. We find that farms are credit constrained both in the short-run as well as in the long-run, but that credit constraint is asymmetric between inputs. Our estimates suggest that farm access to credit increases TFP up to 1.9% per 1000 EUR of additional credit. Since the late 1980s, agriculture in Central and Eastern European Countries (CEECs) has been under considerable adjustment pressure due to changing political, economic and institutional environments. These changes have been linked to the transition process, as well as the ongoing integration into the European Union and the world market. Reduced subsidies, increased environmental and food quality demands, as well as structural changes in the supply, processing and food retailing sector call for major structural adjustments and the improvement of farmers’ managerial abilities. Dairy supply chain modernisation in Poland – what about those not keeping the pace? AgEcon

Taking into consideration a significant outflow of Polish farmers from dairy sector, we investigate what factors determine their decision to quit milk sales. We also analyse their current revenues and compare with that of similar households that remained in commercial milk production. Using logit model we find that severing relations with the market is mainly determined by worse endowment of farms with dairy specific assets, smaller cow herds and older age of the farm manager. Based on semi-parametric matching methods we find that in terms of revenues farms that decided for subsistence milk production perform worse than those that maintained commercial dairy business. Supply chain restructuring and its impact on farmers’ situation have become the subject of vast interest among agricultural economists. However, there have been relatively few studies trying to quantitatively asses this issue. This paper analyses the impact of supply chain modernisation on dairy farmers in Poland. It is shown that joining the modern marketing channel positively affects farmers’ revenues. The decision to enter the modern channel is crucially dependent on access to funds and facilitated by having larger cow herds.

Democracy and Agricultural Protection: Parametric and Semi-parametric Matching Estimates AgEcon

We estimate the effect of democratic transitions on agricultural protection in a sample of 74 developing and developed countries, observed in the 1955-2005 period. We employ both differences-in-differences regressions and semi-parametric matching methods, exploiting the time series and cross-sectional variation in the data. Our semi-parametric matching estimates show that parametric methods might underestimate the true effect of democracy on agricultural protection. We find a strong increase in agricultural protection (reduce in taxation) after a country transition to democracy. Key Determinants of Land Rentals in Poland AgEcon

Basing on a sample of Polish rural households present paper analyses how different households' and country-specific characteristics affect farmers' decision about renting additional parcel in. An attempt is made to see if local rental markets still have potential that could be further exploited. Obtained results indicate that despite facing various difficulties rental markets succeed in transferring land to farmers with higher skills and better relative inputs' endowments. Nevertheless their scope is highly limited illustrating that there is a need for adequate measures to be undertaken.

It is widely assumed that promoting growth in rural areas can be achieved through partnerships between representatives of three classes of local actors: civil society, public administration and private/economic sector. Milk Market Integration between Hungary and Poland AgEcon

In this paper we test the retail milk price integration between two countries, Poland and Hungary. Conventional linear cointegration methods do not reveal any relationship between the two prices, therefore we apply Gonzalo and Pitakaris (2006) method to test the linear cointegration null against the threshold cointegration with an exogenous threshold variable alternative hypothesis. Our results show, that the Hungarian Forint – Polish Zloty exchange rate is econometrically an appropriate threshold variable, the linearity null is rejected, and the two alternative regimes may be characterised with different long-run equilibrium relationships. Political Competition and Support for Agriculture AgEcon

This paper investigates whether political competition plays an important role in determining the level of agricultural protection. In order to do so, we exploit variation in political and economic data from 74 developing and developed countries for the post-war period. Our results robustly show that the level of agricultural distortions is the higher, the higher is the level of political competition. We show that political competition may importantly complement other institutional aspects in determining policy choices. We investigate the heterogeneous effects of political competition across different electoral rules (majoritarian vs. proportional), forms of government (coalition vs. single-party) and level of incomes.

Returns from Income Strategies in Rural Poland AgEcon

In order to stabilize and improve their income situation, rural households are strongly encouraged to diversify their activities both in and outside the agricultural sector. Most often, however, this phenomenon takes on only moderate proportions. This paper addresses issues of rural households’ income diversification in the case of Poland. It investigates returns from rural households’ income strategies using propensity score matching methods and extensive datasets spanning 1998-2008. Results suggest that returns from combining farm and off-farm activities were lower than returns from specialization, namely, concentrating on farming or on off-farm activities.
