Assessing the public goods provided by organic agriculture: lessons learned from practice Organic Eprints
Smith, Laurence; Padel, Susanne; Pearce, Bruce; Lampkin, Nic; Gerrard, Catherine L; Woodward, Lawrence; Fowler, Sue; Measures, Mark.
The role of farms as providers of public goods has long been recognised, and measuring performance in this area is of increasing interest to policy makers, in light of the approaching Common Agricultural Policy reform. The Organic Research Centre has been working on this topic in recent years, through the development of sustainability assessment tools. The latest outcome from this process is a ‘Public Goods’ assessment tool, developed through a Natural England funded project which aimed to evaluate the benefits accruing from organic management and entering into an Organic Entry Level Stewardship (OELS) agreement. This paper describes the development of the Public Goods (PG) tool, and what has been learned in the process.

Assessing the sustainability of EU dairy farms with different management systems and husbandry practices Organic Eprints
Leach, Katharine; Gerrard, Catherine L; Kudahl, Anne Braad; Nykänen, Arja; Vaarst, Mette; Weissensteiner, Roswitha; Padel, Susanne.
The EU funded SOLID project supports research which will contribute to the competitiveness of organic and low input dairy systems, and increase their sustainability. There are many aspects of the sustainability of dairy farms, relating to economic, environmental and social dimensions, and methods of animal husbandry can affect all of these. A UK spreadsheet based tool for rapid assessment of the whole farm was adapted for application on a range of organic and low input dairy farms across the EU. This tool was used to assess approximately ten organic dairy farms in each of four EU countries. Data on farm management practices collected in face to face interviews with farmers were entered and the tool then calculated a composite score for each of 11 separate...

English Organic Producer Survey 2013 Organic Eprints
Gerrard, Catherine L; Padel, Susanne; Lampkin, Nic.
This report summarises the results of a survey carried out with English organic producers in November and December 2013 as part of the Organic Data Network Project. There are approximately 2724 English organic producers and 223 of these participated in the survey, a response rate of just over 8%. The sample is not representative of the total population of English organic producers, see the data collection and analysis section for more details, but gives a snapshot of the situation for a large number of producers. The survey covered a range of farm types, though completed surveys showed greater coverage of beef and sheep and under-coverage of cereal holdings. The geographical distribution showed a slight under-coverage of the east of the country....

Further Development of Methodologies for Sustainability Assessment and Monitoring in Organic/Ecological Agriculture Organic Eprints
Padel, Susanne; Gerrard, Catherine L; Smith, Laurence; Schader, Christian; Baumgart, Lukas; Stolze, Matthias; Pearce, Bruce.
In recent years there has been a great deal of interest in assessing the sustainability of agriculture in terms of its social, environmental and economic impact and a number of indicators and tools are used. Measurements take place at the farm or product level and indicators can be outcome related e.g. number of butterfly species present, or management related e.g. percentage of fields with margins growing wildflowers to attract butterflies. Given its underlying ethos, the organic/ecological agriculture sector should aim to be at the forefront of sustainability. The development of assessment approaches and recent discussions within the movement have identified continuous improvement towards best practice in sustainability to be one of the important...

Inventory of data collecting and publishing institutions(= Deliverable 2.1 of the OrganicDataNetwork project: Report on data collectors) Organic Eprints
Gerrard, Catherine L; Vieweger, Anja; Padel, Susanne.
Despite the continuous growth of the organic market in Europe, in most countries only very basic statistics about this sector exist. Individual country governments collect data which are published nationally and by EUROSTAT (the statistical office of the European Union), on the number of certified organic holdings, organic and in-conversion land areas and livestock numbers. Important market statistics, however, such as the amount of production, consumption, retail sales, international trade and prices at the farm or consumer level are lacking in most European countries. To understand the availability of data on the organic market and to assist in improving data quality and availability, it is first necessary to be aware of the organisations that currently...

Long term trends in the financial performance of organic farms in England and Wales, 2006/07-2011/12 Organic Eprints
Lampkin, Nic; Gerrard, Catherine L; Moakes, Simon.
This overview report brings together the data for the six years from 2006/07-2011/12 to see how the performance of organic farms has really been affected by the economic downturn. It shows that for most farm types, the profitability of organic farms has held up much better than might have been expected from the retail market trend data. The overviews also show that for most farm types, the performance of organic farms remains comparable with that of similar conventional farms. However, certain farm types such as horticulture have fared much worse than others. The report is based on the analysis of farms included in the Farm Business Survey in England and Wales that have more than 70% certified land. The results are presented by farm type groups...

OCIS Public Goods Tool Development Organic Eprints
Gerrard, Catherine L; Smith, Laurence; Padel, Susanne; Pearce, Bruce; Hitchings, Roger; Measures, Mark; Cooper, Nick.
There has recently been an increase in interest amongst policy-makers in the question of whether farming provides a “public good” beyond the simple production of food, which justifies support from, for instance, EU agricultural policy. Benefits such as an improved environment or better water quality can be perceived to be public goods. It is the provision of these sorts of benefits which may be used in the future to justify continued support of the agricultural sector through subsidies. Given the current level of interest in this topic Natural England, with the approval of Defra, through OCIS (Organic Conversion Information Service), wished to create a tool which could be used by an advisor or an informed land owner to assess the public good provided by...

Moakes, Simon; Lampkin, Nicolas; Gerrard, Catherine L.
This report presents results of research on the financial performance of organic farms in the 2010/11 financial year (with 2009/10 data for reference. Carried out for the Department for Environment, Food and Rural Affairs (Defra), this research continues project OF0373. An analysis of the FBS/Defra Data Archive for 2010/11 found a total of 250 businesses with some organic land. To ensure the analysis undertakes a reasonable comparison of organic and conventional farms, the organic sample comprises holdings with at least 70% fully organic land (>=70% of UAA ha). Farms identified as “in-conversion” or those with less than 70% fully organic certified land were excluded from the analysis, providing a sample of 217 organic holdings. In total, data from...

Production costs across the EU in 2006 Organic Eprints
Gerrard, Catherine L; Padel, Susanne.
We have recently been involved in an EU project which is looking at farm accountancy cost estimation, the FACEPA (Farm Accountancy Cost Estimation and Policy Analysis of European Agriculture) project. Our part of this project was a relatively small section but very interesting as it involved looking at costs of production for a variety of organic products across several EU countries. The main products considered were milk, wheat and potatoes and the countries were UK, Denmark, Sweden, Poland, France, Italy, and Netherlands. The data were obtained for the year 2006 and all currencies were converted to Euros for ease of comparison. The main lessons learnt from this project (and found by previous authors prior to this) were that there is great variation...

Public goods and farming Organic Eprints
Gerrard, Catherine L; Smith, Laurence; Pearce, Bruce; Padel, Susanne; Hitchings, Roger; Measures, Mark.
There has recently been an increase in interest in the “public goods” that could be provided by a farm alongside its primary function of agricultural production. This paper reviews recent reports on the topic of public goods and, in particular, the public goods provided by agriculture and then goes on to discuss the development of a tool which can be used to assess the provision of public goods on a farm across a range of areas: soil management, biodiversity, landscape and heritage, water management, manure management and nutrients, energy and carbon, food security, agricultural systems diversity, social capital, farm business resilience, and animal health and welfare.

Results of Surveys on Organic Market Data Collectors and End Users in Europe Organic Eprints
Gerrard, Catherine L; Home, Robert; Vieweger, Anja; Stolze, Matthias; Padel, Susanne.
Despite the continuous growth of the organic market in Europe, in most countries only very basic statistics about this sector exist. There are a number of reasons for the need for reliable data on European organic production, retail sales and trade. Above all, data and market information are needed by private and public actors to make correct decisions; by farmers and other members of the organic supply-chain to make investment decisions; and by policy makers to calibrate measures targeted to the organic sector. To understand the availability of data on the organic market, and to assist in improving data quality and availability, it is first necessary to be aware of the organisations that currently collect, analyse, and/or disseminate such data across...

The devil is the detail: finding meaning indicators of nutrient management on organic and low-input farms Organic Eprints
Padel, Susanne; Gerrard, Catherine L; Leach, Katharine; Smith, Laurence G; Topp, C F E; Watson, Christine.
In low-input and organic systems, nutrient management is key to ensuring the short-term productivity and the longer-term sustainability of the farming system. Farm-gate nutrient budgets/balances calculate the inputs of nutrients to, and outputs from a system. Hence, they can be used to assess the nutrient use efficiency. Nutrient balances of 69 organic and low-input dairy farms in seven European countries were carried out using a sustainability assessment tool. The tool assesses each individual farm against a number of indicators. Part of the assessment of nutrient management is the calculation of an N,P,K budget, based on physical inputs and outputs for each enterprise. The results show considerable variation in the calculated N,P,K balances. The paper...
