A Chesapeake Bay Watershed manure management model estimates the minimal regional net cost of land applying manure at $76 million under a multi-year phosphorus standard, with assumed manure acceptance rate on 60 percent of cropland. The multi-year standard represents a savings of 17 percent relative to an annual phosphorus standard.

An Economic Assessment of the 1999 Drought: Agricultural Impacts Are Severe Locally, but Limited Nationally AgEcon

While the 1999 drought has had severe financial impacts on agricultural producers in the drought regions, its impact on U.S. agricultural production has been limited. The drought will reduce commodity receipts relative to 1998 by an estimated $1.29 billion. Estimated farm net income losses, including expected yield losses, increases in expenses, and insurance indemnities, will total $1.35 billion, about 3 percent of expected 1999 U.S. net farm income. Drought impacts in areas of the Northeast designated as extreme and severe drought are expected to reduce farmers' net income by nearly $840 million. Federal policy on manure management has focused on water-quality protection. However, animal agriculture is an important source of ammonia-nitrogen and other air emissions, increasing attention on air-quality concerns. Using data from the Census of Agriculture on animal inventory and sales, we estimate manure nutrient production on farms with confined livestock. Using reported on-farm production of crops on these same farms, we estimate the nutrient uptake for major field crops and pastureland. This enables us to examine the balance between manure nutrient production and nutrient need measured by crop uptake at a farm level. Examination at alternative spatial scales, shows that 75 percent of counties in the U.S. have farms that produce more manure nutrients than can be assimilated on the farm of production (excess nitrogen).The vast majority of the counties that produce excess nitrogen have adequate land in the county to spread the manure at agronomic rates. Census of agriculture data were used to estimate manure nutrient production and the capacity of cropland and pastureland to assimilate nutrients. Most farms (78 percent for nitrogen and 69 percent for phosphorus) have adequate land on which it is physically feasible to apply the manure produced onfarm at agronomic rates. (The costs of applying manure at these rates have not been assessed). Even so, manure that is produced on operations that cannot fully apply it to their own land at agronomic rates accounts for 60 percent of the Nation's manure nitrogen and 70 percent of the manure phosphorus. ESTIMATING PRODUCER'S SURPLUS WITH THE CENSORED REGRESSION MODEL: AN APPLICATION TO PRODUCERS AFFECTED BY COLUMBIA RIVER BASIN SALMON RECOVERY AgEcon

Application of the tobit model to estimate economic welfare is transferred from the consumer side to the producer side. Supply functions are estimated for multioutput irrigators in the Pacific Northwest. Empirical procedures are then developed for computing expected producer's surplus from the output supply functions. Confidence intervals for the surplus measures are generated using the Krinsky-Robb method. An experiment predicts decreases in surplus given increases in water pumping cost. The experiment replicates possible increases in hydroelectric prices due to the salmon recovery program in the Columbia-Snake River Basin. Output substitution explains producers' ability to mitigate the effect of the price increases on producer's surplus.

Impact of Water Supply Limitations from Federal Decisions in South Texas AgEcon

This study extends and refines a previous model and provides estimates of the economic value of water shortages from shortfalls in Mexican deliveries to the U.S. In the process, we identify and evaluate a range of crop choices, appropriate irrigation technology use, water source substitution, and other mitigation strategies used by farmers to deal with water shortages. The effects of exogenous crop price and yield risk, as well as and other structural considerations are incorporated in deriving the marginal value of irrigation water for reference drought years. Nutrients from livestock and poultry manure are key sources of water pollution. Ever-growing numbers of animals per farm and per acre have increased the risk of water pollution. New Clean Water Act regulations compel the largest confined animal producers to meet nutrient application standards when applying manure to the land, and USDA encourages all animal feeding operations to do the same. Total and average per ton costs of land-applying manure demonstrate the importance of spatial factors on the potential effect of policy limits for water and air emissions. Per ton costs vary with the need to transport greater distances for land application, reflecting the spatial distribution of cropland and animal production. Costs are estimated with a regional modeling framework, applied to the Chesapeake Bay watershed that integrates GIS-based spatial data within an optimization framework.
