A CROSS-SPECTRAL APPROACH TO MEASURING PRICING EFFICIENCY IN THE NEW SOUTH WALES PIGMEAT MARKET AgEcon
Griffith, Garry R..
This paper is concerned with determining the nature of and the relationships between movements in a number of New South Wales pig and pork price series. Spectral and cross-spectral methods are applied to some ten series differentiated by type of pig and market level. Results indicate that over the long term there are in general strong correlations between the various price pairings examined, but that in the shorter-run, price changes are not well reflected throughout the pig market. The role of imperfect information is noted as a major contributor to this observed short-run price independence.

A Multilevel Economic Analysis of the Wheat Market in Pakistan AgEcon
Ashfaq, Muhammad; Parton, Kevin A.; Griffith, Garry R.; Piggott, Roley R..
Government price policy in Pakistan affects both the supply and demand of wheat. The wheat market has been established in a particular idiosyncratic manner in Pakistan, and a thorough appraisal of policy needs to take this into account. Hence, to analyse various policy interventions, this study develops a multi-level wheat market model. After considering the real world aspects of the wheat marketing chain, a conceptual framework is developed involving five market levels. This is then translated into a multi-equation econometric model. The model is based on secondary time series data from 1971 to 1996. It consists of equations representing supply, demand, stock holding, importing and price formation. The model is used to estimate changes in consumer...

A Northern Tablelands Whole-Farm Linear Program for Economic Evaluation of New Technologies at the Farm-Level AgEcon
Alford, Andrew R.; Griffith, Garry R.; Cacho, Oscar J..
The benefits of evaluating a new technology in a whole-farm context using a linear programming framework are well known. Linear programming allows the joint evaluation of concurrent farm activities, while considering the costs and returns of all enterprises and any resource adjustments imposed by adoption of the technology. This Report provides a rationale for and description of a whole-farm linear programming model that can be used for the economic evaluation of new technologies that are applicable to beef/sheep grazing farms typical of the Northern Tablelands of New South Wales. In this farming system, the whole-farm focus incorporates various aspects of the pasture base, resource constraints and sheep and cattle interactions. An overview of economic...

A Note on Price Levelling and Price Averaging in Sydney Retail Vegetable Price Spreads AgEcon
Griffith, Garry R.; Jamandre, W.E.; Piggott, Roley R..
For tomatoes, potatoes, carrots and onions in the Sydney market, the degree of variability of the retail price is substantially lower than the degree of variability of the wholesale price. The objective here is to investigate whether fresh vegetable retailers in the Sydney market practice price levelling and price averaging. 2SLS and 3SLS procedures were used to estimate a system of price spread equations for the four vegetables using quarterly data from 1980 to 1990. In the preferred 3SLS estimates price levelling was confirmed for potatoes and carrots. Price levelling was not evident in the tomatoes and onions equations, with price transmission influenced more by markup pricing policies for these vegetables. No evidence of price-averaging behaviour was...

ALTERNATIVE BREEDING INVENTORY SPECIFICATIONS IN A LIVESTOCK MARKET MODEL AgEcon
Vere, David T.; Griffith, Garry R.; Bootle, B.W..
The procedures adopted for incorporating breeding decisions in a livestock market model have implications for the simulation of the model. Specifically, there is a need to consider the nature of the biological lags between livestock breeding decisions and outputs, and how these are incorporated in the breeding inventory used in such a model. In this paper, five alternative breeding inventory specifications are used in a structural econometric model of the Australian prime lamb market. The predictions of lamb slaughterings and of price responses of lamb producers are affected by the specification of the lamb breeding inventory used. The extent to which the modelling results approximated reality was substantially improved when disaggregated and seasonally...

An Equilibrium Displacement Model of the Australian Beef Industry AgEcon
Zhao, Xueyan; Mullen, John D.; Griffith, Garry R.; Griffiths, William E.; Piggott, Roley R..
Around $100 million has been spent annually on R&D and promotion in the Australian red meat industries in recent years. The R&D investments are made throughout the production, processing and marketing chain in both the grass and grain finished sectors. Promotion investments are made in both export and domestic markets. Despite this large investment of industry and government funds there is great uncertainty about the returns from these investments. Not only is it unclear what the total industry returns are but it is even less clear how producers and the community benefit from the many alternative investment options. Hence, it is unclear how funds should be allocated between these alternatives. Zhao (1999) addressed these issues in research for...

An Equilibrium Displacement Model of the Australian Sheep and Wool Industries AgEcon
Mounter, Stuart W.; Griffith, Garry R.; Piggott, Roley R.; Fleming, Euan M.; Zhao, Xueyan.
This report documents the specification of an equilibrium displacement model (EDM) of the Australian sheep and wool industries. The model is capable of estimating and comparing the potential benefits from R&D and generic promotion investments, and other policy changes, in the different sectors and markets of the Australian sheep and wool industries. Inclusive in the model are the multiple components of the Australian sheep and wool industries to account for cross-product interactions not considered in most previous studies. A high degree of industry disaggregation within the model enables estimation of the distribution of the potential benefits among the various industry sectors and across different regional environments. A number of hypothetical...

An Ex Ante Evaluation of the National Pig Carcase Measurement and Information Service AgEcon
Griffith, Garry R..
This paper reports an ex ante evaluation of a proposed carcase description scheme for the Australian pig industry. Potential benefits and costs of the scheme are described and enumerated, and most likely estimates evaluated by benefit-cost analysis. The results indicate that the proposed scheme would generate net discounted efficiency benefits of almost $50m. A sensitivity analysis of important assumptions and parameter values is conducted, and in all cases NPV remains positive. The conclusion is that the ex ante pricing and operational efficiency benefits of the implementation of the scheme would outweigh the costs of achieving them.

An Overview of the Organic Food Products Market in Australia AgEcon
Chang, Hui-Shung (Christie); Griffith, Garry R.; Zepeda, Lydia.
Worldwide, the demand for organic food products appears to have expanded quickly in recent years, stimulated by consumer perceptions that organic products are safe, clean and ethical. The growth rate was estimated to be around 10-20 per cent per annum in the next few years, with sales reaching $US 29-31 billion in 2005. The biggest growth in consumption has occurred in developed countries, such as the United States, Western Europe, and Japan that are also major importers of organic foods. It is clear that Australia, traditionally a major exporter of agricultural products, stands to benefit from the expansion in demand for organic products. The objective of this paper is to provide an overview of the Australian organic food products industry, including...

Animal Efficiency in an Intensive Beef Production System AgEcon
Fleming, Euan M.; Fleming, Pauline; Rodgers, Heidi; Griffith, Garry R.; Johnston, David.
A stochastic input distance function is estimated to analyse the efficiency with which physical characteristics of individual lot-fed beef cattle in Australia are combined with conventional inputs to produce a final product possessing defined quality attributes. High mean technical efficiency estimates are reported for all animals and by breed. All partial output elasticities with respect to inputs are of expected sign. Of four outputs included in the analysis, carcass weight and moisture retention in meat after cooking have highly significant coefficients of expected sign, but two meat quality variables have coefficients of unexpected sign indicating that they decline as inputs increase. Some evidence is detected of scope economies between moisture...

Another Look at Price Levelling and Price Averaging in the Sydney Meat Market AgEcon
Griffith, Garry R.; Green, W.; Duff, G.L..
Simultaneous equation techniques are used to re-examine the behaviour of monthly wholesale and retail price spreads for beef, lamb and pork in Sydney over the period 1971-1988, so as to understand the factors determining the relationships between the prices at the different market levels. Hypotheses tested relate to price levelling and price averaging, and to marketing cost and turnover effects. Using the preferred three-stage least squares estimates, price levelling is confirmed at both wholesale and retail for all meats, however contrary to earlier results there is no evidence of price averaging in any of the meats. Costs are only important determinants for beef at wholesale and lamb at retail, and only the beef and lamb wholesale spreads and the lamb...

Australian consumers' willingness to pay and willingness to purchase a hypothetical lower cholesterol pork product AgEcon
Bellhouse, Amy; Malcolm, Bill; Griffith, Garry R.; Dunshea, Frank.
This study investigated whether there would be an increase in consumer willingness to pay and purchase if reduced cholesterol pork was introduced to the Australian market. A stated choice analysis was used, with the following questions addressed. How are current purchases of fresh pork affected by concerns about cholesterol content? What financial premium, if any, would consumers place on reduced cholesterol pork? Would consumers buy more pork if a low cholesterol option were available? Is there a group of consumers, such as those with high cholesterol, who have an increased willingness to pay for or purchase reduced cholesterol pork when compared to consumers without this health problem? Results from this study indicated that at present the majority of...

Australian Sheep Industry CRC: Economic Evaluations of Scientific Research Programs AgEcon
Vere, David T.; Griffith, Garry R.; Silvester, Luke T..
By the end of its seven-year term in 2007-08, the Australian Sheep Industry CRC (Sheep CRC) will have received total funds of about $90 million, that comprises Commonwealth and industry funding of $30 million, and in-kind contributions valued at $60 million. This level of public and private funding emphasises the need for the Sheep CRC to demonstrate that its research programs will generate sound economic returns to all stakeholders. This paper reports an evaluation of the potential economic value of the achievements of the Sheep CRC at the midpoint of its term of operations at which it has some completed research and a large volume of research in progress. The main question that has been addressed in this evaluation concerns the nature and likely...

CHARACTERISTICS OF DIFFERENT CONSUMER SEGMENTS IN THE AUSTRALIAN BEEF MARKET AgEcon
Morales, Luis Emilio; Griffith, Garry R.; Wright, Vic; Umberger, Wendy J.; Fleming, Euan M..
Beef consumers in Australia have shown differences in their preferences for products and sensitivity to price. This can be explained by the influence on expected quality of cues related to health, production process and eating experience. Eating experience is difficult to predict as consumers generally do not have enough information to form reliable expectations. In this context, branded beef can help to signal quality and reduce the degree of uncertainty that consumers experience when shopping. Focus group research identified different segments, premiums for preferred products and potential for large-scale differentiation and branding in the Australian market.

COMPARATIVE FORECAST ACCURACY IN THE NEW SOUTH WALES PRIME LAMB MARKET AgEcon
Vere, David T.; Griffith, Garry R..
The market for Australian prime lamb is characterised by high production seasonality and a highly competitive retail demand. Because these factors often translate into substantial market variability, regular forecasts of supply and demand are important requirements of lamb market participants. There has been some forecasting activity in the state and national lamb markets but it has been a somewhat controversial activity. This paper assesses the comparative forecast accuracy of a range of methods in the New South Wales lamb market. The results indicate that no single method is clearly superior in all situations and the greatest scope for improving forecast accuracy in the New South Wales lamb market is through the use of combined econometric and naive...

Competition in the food marketing chain AgEcon
Griffith, Garry R..
Competition in the Australian food marketing chain is of continuing concern, but little evidence is available to guide policy debate. In a search for broad guidelines, the theoretical and empirical evidence is reviewed and the recent report of the Joint Select Committee on the Retailing Sector is examined. Then publicly available data on several food groups are used to test for evidence of persistent market power. The purchasing behaviour of the grains and oilseeds processing sector is found to warrant more detailed attention. A possible research agenda and a call for greater attention to data requirements complete the article.
