L’aide au commerce, présentée comme un nouvel outil de développement prometteur, vise à soutenir l’intégration commerciale des pays en développement. Il manque néanmoins à cette aide, pour asseoir son efficacité et respecter les engagements politiques des donateurs, une dimension stratégique. D’un point de vue théorique, cette étude présente les différentes catégories d’aide au commerce et analyse les relations entre IDE, aide au commerce et développement. Applying the gravity approach to sector trade: who bears the trade costs? Inra

Thanks to its empirical success, the gravity approach is widely used to explain trade patterns between countries. In this article we question the simple application of this approach to product/sector-level trade on two grounds. First, we demonstrate that the traditional Armington version of gravity must be altered to properly account for the fact that sector expenditures are not strictly equal to sector productions because some trade costs are incurred outside the sector of interest. Secondly, we show empirically that collecting/using good data on sector-level trade and expenditure is extremely crucial for the quality of econometric estimations. Elargissement de la zone euro et mesure des asymétries : un bilan empirique Inra

Les analyses empiriques consacrées aux asymétries de chocs entre pays d’une union monétaire sont l’objet d’un bilan à l’occasion de l’entrée de la Slovénie dans la zone euro et de l’élargissement de l’Union européenne. Les résultats contrastés peuvent être expliqués par la diversité des approches retenues à trois niveaux : la construction de l’échantillon, l’indicateur d’asymétrie considéré et le lien établi avec le processus d’intégration commerciale et financière.

The European Union (EU) is the first target market for developing countries’ and Least Developed Countries’ agricultural exports. Preferential trade agreements, either reciprocal or not, play a central role in forming trade opportunities for numerous developing countries. Our objective is to measure the impact of eleven regional trade agreements (RTA) on European agricultural imports with an expanded gravity model. Also, in order to compare these RTAs and their effects we calculate the implied tariff equivalent. Results indicate that a large number of EU’s RTAs support the agricultural exports of developing countries to the EU market. Growing too fast? Shock asymmetries and the Euro Area enlargement Inra

This study gives an empirical assessment of the EMU enlargement. Following Bayoumi andEichengreen (1993), asymmetries are measured by correlations among the structural shocks from a VAR. We address two questions: what is the impact of new adhesions on the stability of the enlarged union? Is the measurement of asymmetries robust to identification of shocks? Using monthly data over 1995-2007, Slovenia and Greece stay at the periphery of the EMU like Estonia and Lithuania, despite their adhesion. While currency unions’ endogeneity is supported by the greater symmetry between responses to shocks, using long-run restrictions puts the overall assessment into question.

Informal barriers and agricultural trade: does the integration matter? Inra

EU enlargement revives the debate around the participation to the EMU. We use a gravity model to see whether informal barriers have changed over a ten-year period covering the creation of the EMU, and whether their impact on European member countries’ agriculturaland food trade has been modified. We find that it has led to lower information costs. We observe a diminishing marginal trade impact of both information and institutional barriers: the lower the level of these barriers, the lower the magnitude of their impact on trade. But this finding can not be directly attributed to the introduction to the Euro.

Sacrifice ratio dispersion within the Euro Zone: what can be learned about implementing a single monetary policy Inra

This article focuses on the comparison of sacrifice ratios as an indicator for structural dispersion within the euro area over the period 1972-2003. Estimates of the sacrifice ratio, defined as the cumulative output cost arising from permanent inflation reduction, are obtained using structural VAR models. Results from sub-period analysis as well as 10-year-period rolling estimates lead to two main conclusions. First, empirical evidence displays a recent increase in the average sacrifice ratio, which can be linked to the simultaneous decrease in the average inflation rate: this negative relationship between the initial level of inflation and the cost of disinflation can be seen as a justification for the choice of an inflation objective close to 2% for the...
