A Framework for Analyzing Technical Trade Barriers in Agricultural Markets AgEcon

Technical trade barriers are increasingly important in the international trade of agricultural products. Designing technical trade measures that can satisfy the growing demand for food safety, product differentiation, environmental amenities, and product information at the lowest cost to the consumer and to the international trading system requires an understanding of the complex economics of regulatory import barriers. This report proposes a definition and classification scheme to frame discussion and evaluation of such measures. Open-economy models that complement the classification scheme are developed graphically to highlight the basic elements that affect the economic impacts of changes in technical trade barriers.

This paper outlines a methodological approach for use by FAO to collect, analyze and monitor agricultural policy indicators (API) for developing countries. The aim is to establish a consistent and comparable set of policy indicators, allowing analysts to examine whether agriculture in particular countries is being stimulated or retarded by the set of policies employed. The API should also be useful in the context of quantitative models of policy impacts and market projections. Potential accession of a number of eastern and central European countries into the European Union (EU) seems destined to lead to further reforms of the Common Agricultural Policy (CAP). The financial costs of absorbing these countries may be extreme. This report documents the modeling framework (European Simulation Model, ESIM) used to analyze the 1992 CAP reform and discusses possible effects of EU enlargement.

AGRICULTURE IN A WORLD OF TRADING BLOCS AgEcon

The recent trend towards the negotiation of free trade areas has potentially important implications for agriculture. Agricultural trade will increasingly be influenced by the treatment of agriculture within free-trade areas and other regional trade associations. Such blocs will have to deal internally with many of the same issues as face the GATT. This will tend to reinforce the move to less trade-disruptive domestic policies. Moreover, independent trade policies become difficult to maintain in a trade bloc, even if there is no common external tariff. This could lead to harmonisation of external policies. As a consequence, the inclusion of agriculture in free-trade areas could be an important part of overall trade liberalisation in years to come.

BIOTECHNOLOGY REGULATIONS AND THE WTO AgEcon

This paper examines the regulation of trade in genetically modified organisms (GMOs) by the World Trade Organization (WTO). Despite rapid adoption of GMOs by a few exporters, many importers have developed relatively restrictive procedures for pre-market approval of GMOs, and are introducing mandatory labeling. While exporters have yet to seek a ruling from the WTO on these regulations, a trade dispute over GMOs is likely to occur before too long. Exporting countries will likely argue that importing countries' regulations are too restrictive, given existing scientific knowledge of the safety of current GM crops, and that labeling of GM foods is unnecessary due to the fact that they are typically similar to their conventional counterparts. Determinants of Farm Policies in the United States, 1996-2008 AgEcon

This paper focuses on the political economy of U.S. farm policy since the Uruguay Round trade negotiations concluded in 1994 and established the WTO. The continued ability of the powerful farm lobby in the United States to elicit support in the political arena is evident from this analysis. Yet there have been some substantial changes in policy that have reduced their distortionary effects, as well as some setbacks to liberalizing reform. New Doha Round commitments could put further constraints on subsidies provided by some U.S. policy instruments. And despite the ability of the farm lobby to retain its support programs through 2012, there are several political uncertainties about the alignments that have allowed U.S. farm support to endure.
