IMPACTS OF 2003 CAP REFORM ON LAND PRICES: FROM THEORY TO EMPIRICAL RESULTS 31

Based on a graphical model we analyse the impacts of the Fischler Reform on land prices and the capitalization of single farm payments (sfp) into land values. The model shows that if there are more sfp than eligible land, the capitalization ratio will not decline but rather increase due to the inclusion of animal premiums in the sfp. We can confirm our theoretical results for cross-section data on land rental prices in Bavaria in 2005. Empirical results indicate that sfp of the Fischler reform are more capitalized into rental prices than the coupled direct payments of the time prior to the reform.

Regional differences in the determinants for structural change in German agriculture 31

In Germany agricultural land use is very heterogeneous with respect to management orientation and productivity even at local level. Also the rate of structural change shows a wide variation. While for a limited number of factors (e.g. farm size) a stable relation to structural change could be widely confirmed for different parts of Germany, the results for other indicators are contradictory. This holds especially for indicators describing to the marginality of a site. Many concerns related to structural change and development of land use intensity, e.g. abandonment of high nature value farmland, are only relevant in a very specific local context. The Market for Payment Entitlements in Germany 31

In 2005, Germany implemented CAP decoupled payments. Direct payments were converted into tradable, production decoupled, single farm payments (SFP) by a hybrid model. From 2010 - 2013, there will be a gradual transition to a regional model. The following paper shows the results of an analysis of the market for payment entitlements in Germany between 2005 and June 2007. Data are derived from the German Central IACS database (ZID). In this period 1.2 of the 17 million payment entitlements changed their owner. A closer look at the figures reveals that despite a large difference in the face value of the entitlements, the entitlements are rarely traded in order to optimize farm budget. In 2005, Germany implemented the Single Payment Scheme which lead to the conversion of direct payments into tradable, production decoupled, single farm payments. The transition from coupled to decoupled support instruments may impact the rate of structural change. The rate of structural change may accelerate since farms with a high share of income derived from CAP payments will abandon farming and lease their land. However, there are also good reasons why the rate of structural change might decrease especially if farmers do not behave as profit maximizers.
