This study estimates the benefits to agricultural and human health of reducing ozone in the San Joaquin Valley of California, and the costs of ozone control. The San Joaquin Valley's highly valued crops suffer from high ozone levels. Federal and state primary ozone standards are based on health effects, not effects on other sectors, and do not consider costs of attaining the standards. The methods here allow comparison of both total and marginal benefits and costs. The results suggest that net gains can be achieved for the entire valley by reducing ozone below 1990 levels, although results vary by region. |

Bt-corn, a genetically engineered insect resistant variety, has been adopted by almost one-quarter of all corn farmers, resulting in economic impacts on both conventional corn growers and Bt-corn growers. we estimate changes in profits for both types of farmers with different levels of seed premiums, yield increases and adoption rates. We find that Bt-corn growers will see their profits decline when the adoption rate and seed premium are high, if they are not offset by higher yields. Conventional corn growers will always experience a decline in profits because the yield increase from Bt-corn causes corn price to fall. |

The contingent valuation method is applied to determine how much consumers would be willing to pay to reduce copper in their drinking water and what factors influence their willingness to pay (WTP). The annual mean WTP per household was estimated using survey data from nine counties in southwestern Minnesota where copper contamination is high. The annual mean WTP per household varied from a low range of $30.41 to $43.61 for Chippewa County to a high range of $39.79 to $57.06 for Nobles County. The aggregate WTP for all nine counties was estimated to range from $1.66 to $2.38 million. However, the estimated WTP may not be sufficient to pay the cost of providing improved water through public water systems for small communities in southwestern Minnesota. |

This paper analyzes potential cost savings to the U.S. agricultural sector associated with applying marketable permit designs for methyl bromide critical use exemptions (CUE), under the phase-out of methyl bromide. A necessary condition for an efficient trading system is heterogeneity among methyl bromide users with respect to the costs of switching to potential alternative pest control measures, which would lead to cost savings from trading. Using data on these costs from current methyl bromide users, the authors show that this necessary condition appears to be met, and characterize the potential cost savings that could occur if critical use permits can be traded from methyl bromide users with lower costs to those with higher costs. This study estimated monetary value of water quality improvement from 3rd class to 1st class in the Paldang reservoir using the contingent valuation method (CVM) to measure individuals' willingness to pay (WTP) of questionnaire respondents for improving the water quality of the Paldang reservoir and analyzed what factors influence their WTPs. This study also measured compliance costs of proposed regulations to the polluting sources. The estimated individual WTP was used to calculate the total WTP of the community affected, and then it was compared with the compliance costs of proposed regulations to the polluting sources. |
